Consultant to Conduct Evaluation of Communication Activities for DSTIA Project

Location
Vientiane Capital and selected locations in Lao PDR

Duration of contract
8 weeks

Main Tasks
• Review communication activities and materials implemented by the DSTIA Project in 2025.
• Assess the reach, visibility, relevance and effectiveness of communication activities across social media, radio, newspapers, printed and audiovisual materials.
• Assess audience engagement, understanding, recall and perceived relevance of key messages.
• Conduct interviews, surveys and consultations with target groups, project staff, partners and media actors.
• Analyse available quantitative and qualitative data.
• Identify what worked well, challenges, lessons learned and areas for improvement.
• Provide practical and actionable recommendations for future communication activities.
• Prepare the Inception Report, Draft Evaluation Report and Final Evaluation Report.

Profile/
Qualification

• Proven experience in evaluating communication, media or public awareness activities, preferably in development projects.
• Experience in conducting qualitative research, including interviews, surveys and stakeholder consultations.
• Experience in assessing digital and traditional communication channels.
• Strong analytical and report-writing skills.
• Ability to work with quantitative and qualitative data, including limited or incomplete data.
• Familiarity with the Lao PDR context or similar settings is an advantage.
• Fluency in English; knowledge of Lao is an advantage.
