Position Title: Consultant – School WASH Survey and Design

Location: Oudomxay Province and Vientiane, Lao PDR.

Contract Period: 1 May 2023 – 31 Jan 2024

Contracted Days: Approximately 35 days (depending on actual days worked)

Plan International in Laos is seeking an individual or group of consultants to conduct an assessment survey of school WASH facilities in 12 primary and secondary schools in 2 districts of Oudomxay Province. In addition, based on the assessment survey, develop and create designs for the improvements needed with costings and bill of quantities. Finally, this assignment also includes some revision of design during the inception period of the project.

The assignment will require travel to Oudomxay province to conduct the survey for 10 – 14 days with the remaining design and costing work to be completed in consultation with the Plan International Laos team in Vientiane Capital within 12- 15 days. A further 5 – 7 days will also be required in late 2023 to complete the revisions to design during the project inception period. Therefore the assignment will require approx. 35 days in total from May 2023– Jan. 2024.

The consultant will report the survey and develop the design and costings, in English, therefore fluency in English and Lao being important requirements for the successful completion of this assignment.

All the outputs will be produced in English. The field survey and meetings will be in Lao language and most will not be translated.

Expected Profile of the consultant/s: The Consultant is expected to have demonstrated in WASH Engineering, costings and design; fluency in English and Lao (written and spoken). They must have a record of delivering assignments within stated timeframes and high quality standards of outputs.

• The technical proposal must respond to the requirements of the assignment and demonstrate the competencies.
• Must confirm your ability to do the work during the time frame.
• Must include thedetailed budget and total quotation amount.
• For any consultants who are non-Lao nationals, the technical proposal must confirm that all work visas and permits are completed

2. Remark on the Detailed Budget

• Include the daily rate for consultant/s
• The daily should not include in-country work travel or accommodation as this will be arranged for and paid by Plan at standard rates.
• Your daily rate should include your own per diems and other costs needed to pay to government (Tax, VAT) and insurances if any. Plan will not pay per diems to consultants. Do not include separate per diem expense line.
