Consultant – Broom Grass Value Chain
Project
Phongsaly Livelihoods and Non-Timber Forest Products Phase 2 (PHOLIN II) Project
Location
Based in Bounneua Office, Phongsaly Province, with travel to project target districts and villages in:
- Phongsaly District
- Khoua District
- Bounneua town
- Other locations as necessary
Duration of contract
(30 days) early March 2026
Date of commencement
09 March to 07th April 2026
Main tasks
The consultant will carry out the following key activities:
- Preparation & Desk Review of existing literature and project documentation
- Stakeholder Meetings & Value Chain Mapping, including interactions with producers, traders, and authorities
- Field Work in Khoua, Phongsaly, and Bounneua to assess volumes, prices, constraints, and opportunities
- Market & Export Analysis focusing on domestic and regional markets for broom grass and handmade brooms
- Report Writing, including:
- Value chain schema
- Market opportunities
- Export potential
- Gendered labour analysis
- Clear recommendations
- Presentation of Findings to HELVETAS and government counterparts
Qualifications
· An advanced degree in social sciences (Gender, sociology, Agri-forestry, NTFP, economics, demography, anthropology, development studies or other relevant field);
· At least 5 years of similar work experience in the international development sector, including similar experience in conducting INGO project evaluations;
· National or International consultant based in Laos
· Fluent spoken Lao and fluent spoken/written English
· Proven experience in value chain analysis, preferably in agriculture or NTFPs
· Strong analytical and report-writing skills
· Ability to conduct extensive fieldwork in remote areas
· Experience engaging with community members, traders, and government counterparts
