The role
We are currently looking for Communications and Campaign Senior Coordinator based in Vientiane Capital
Role Purpose
Save the Children International (SCI) together with WMP and the Ministry of Health implemented Phase 1 in Laos PDR in 2022-2023 across 32 villages in Chanthabouly and Xaysettha districts, Vientiane. The new scale-up Phase II, SCI will continue collaboration with the Department of Communicable Disease Control of the Ministry of Health (DCDC, MOH) and WMP with an overall goal of contributing to the reduction of dengue transmission in Laos. SCI will work with the Ministry of Health and the provincial health offices in the selected locations in Vientiane Capital to support releases of Wolbachia-carrying Ae. aegypti.
The Communications and Campaign Senior Coordinator applies high-level marketing and communications expertise to deliver a mass communications campaign that achieves public acceptance for the release of Wolbachia mosquitoes in project areas. This includes adapting and implementing the campaign strategy to get community support for participating in community mosquito release by meeting specific engagement and branding outcomes, through management of an internal team and external contractors.
Communications and Campaign Senior Coordinator ensures that the campaign and engagement is aligned with the SCI Campaigning and Advocacy policy and WMP’s Public Acceptance Model (PAM) and meets required timeframes, budgets, objectives, quality measures and ensure gender equality, disability and social inclusion (GEDSI) as key considerations.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
KEY AREA OF ACCOUNTABILITY
Ensure they and their team fully understand the provisions of the Child Safeguarding Policy, the Code of Conduct and Local/Country Procedures.
Conduct themselves and ensure their team conduct themselves in accordance with the rules of the Child Safeguarding Policy, in their personal and professional lives – which includes reporting suspicions of child abuse.
That child safeguarding is integrated and given a “voice” in all management processes including recruitment, induction, performance management, team meetings, annual planning processes, field level monitoring, etc.
- Develop and manage the implementation of a multi-channel communications and community engagement strategy tailored to the local context, aligned with project objectives, and consistent with the Country Office’s Advocacy, Campaign and Communications Strategy and priority.
- Lead in shaping public perception, mobilizing communities, and driving meaningful change through strategic communication and advocacy efforts/campaigns.
- Ensure that all communications materials are approved by the Country Office communications team and the government, respectively.
- Lead the implementation of Community Mosquito release (CMR), tailored to the local context. This includes develop strategy for CMR, identify the channels of distributions in the community and maintain community participation before, during and after release.
- Ensure the communication and community engagement (C&E) activities are sensitive to gender equality, disability, and social inclusion (GEDSI). This includes develop an inclusive C&E strategy, monitor the progress and collecting GEDSI disaggregated data.
- Ensure the C&E strategy includes awareness campaigns promoting the impacts of climate change and dengue by engaging with school communities through events to highlight the link between climate change impacts and the increased incidence of dengue.
- Build and maintain strong relationships with a range of internal and external stakeholders, including local leaders, government, and not-for-profit organisations.
- Recruit and manage an internal team and external contractors to deliver a high standard of inclusive communications.
- Provide high-quality community profile and market research and analysis to ensure effectiveness of campaign, engagement and identify potential opportunities and risks.
- Lead a range of marketing and communications initiatives as part of the campaign, including media and social media, face-to-face and outdoor advertising.
- Establish and manage a Community Reference Group (CRG) and/or other working groups for the project.
- Conduct TOT training to relevant governmental staffs on how to communicate with the people in the community about the Wolbachia method and participation on the mosquito release.
- Establish and manage the Feedback and Report Mechanism (FRM) and the Incident Management System (IMS) for the project.
- Guide and train project teams and external partners interacting with communities, to ensure consistency and quality of messages, and alignment with project objectives.
- Regularly measure and report on performance of campaign against goals and key indicators of public acceptance.
- Support the project team for the preparation, the implementation of the project surveys and presentation of the survey result.
- The Campaign and Communications Senior Coordinator position is a full-time role.
- Participate in other SCI/project activities where required.
- Significant travel to project sites.
Qualifications
Bachelor’s degree and/or equivalent professional qualifications in relevant fields (science, entomology or health sciences).
Experience and Skills
Essential
- At least 3-5 years experience in communication and campaign field
- Experience in communication and cooperation with government, including local level.
- Demonstrated experience in developing and implementing large, effective communications campaigns to meet specific outcomes;
- Experience in delivering the communications components of major projects, with demonstrated ability in identifying stakeholders, through knowledge of existing local networks in the project areas, and implementing activities to keep them informed;
- Knowledge of community engagement issues and an understanding of their implications for the development, implementation and evaluation of community engagement plans;
- Knowledge of project management, including setting goals, identifying audiences, planning tasks and resources, developing systems and procedures to track progress, and budgeting;
- Sound interpersonal and communication skills, including the ability to solve issues in response to changing work environments and demands, negotiate, provide advice and liaise with a range of individuals and agencies;
- Demonstrated success in a not-for-profit, health-related marketing or community engagement roles;
- Experience managing community engagement projects including social research, stakeholder engagement, issues management systems and advisory groups;
- Extensive experience in not-for-profit organisations, social or community work, or science outreach;
- Excellent oral and written communication skills, with high proficiency of the English language;
Excellent computer literacy (including google drive suite) and ability to quickly adapt to and learn software platforms.
