HELVETAS Laos is a development organization operating in Laos since 2001 and aims to support the Government of Laos to achieve its socio-economic development goal by supporting the rural communities to overcome poverty in a manner that is socially just, environmentally sustainable, and economically viable.
HELVETAS Laos is looking for a qualified Monitoring and Evaluation (M&E) consultant to support the Lao Upland Rural Advisory Services Project (LURAS Project during its final year of implementation. This consultancy will provide hands-on and collaborative support to strengthen LURAS’s results measurement processes, data collection systems, and evidence-based learning.

LURAS target districts and villages in Houaphanh, Xieng Khouang, Luang Prabang, and Oudomxay. Workshops held in Luang Prabang and Houaphanh
Duration of contract

Scope of work
The consultant will support CYAs to play an active role in communitylevel climate action through:
- Reviewing existing CYA materials and village climate priorities
- Developing simple followup tools (checklists, project templates, communication tips)
- Designing & facilitating Workshop 1 (3 days × 2 rounds):
- Day 1: Joint session with AGREE Youth
- Days 2–3: CYAonly training on climatesmart solutions, facilitation skills, and simple project preparation
- Designing & facilitating Workshop 2 (1.5 days × 2 rounds):
- Reflection, storytelling, presentation practice, leadership strengthening
- Submitting workshop summaries and a Final Report summarizing activities, youth progress, project outcomes, and recommendations.
Expected deliverables
- inception Note
- Training materials for Workshops 1 & 2
- Delivery of both workshops (four rounds total)
- Workshop summaries (1–2 pages each)
- Final Report including all tools and documentation
Essential Qualification and skills
- Experience in climate change adaptation, CSA, community‑based resilience
- Proven experience designing youth‑friendly, participatory trainings
- Strong facilitation and communication skills; ability to simplify technical concepts
- Experience working with rural youth of mixed literacy and confidence levels
- Excellent communication and facilitation skills, with the ability to collaborate remotely with multicultural and multidisciplinary teams
- Strong reporting/documentation skills
- Lao language required; local languages an advantage Strong facilitation, coaching, and capacity-building skills.
- Strong time management skills and ability to deliver high-quality outputs within agreed deadlines.
