Description

The Fred Hollows Foundation (The Foundation) in Laos is seeking expressions of interest from individuals or consulting companies interested in undertaking the BARRIERS AND OPPORTUNITIES IN INTEGRATING GAPSED+ IN EYE HEALTH ACTIVITIES UNDER STRENTENING EYE HEALTH SYSTEM IN LAO-PDR.

The Foundation is seeking consultants who meet the following selection criteria:

• Research/Evaluation Experience: Substantial experience in conducting research/evaluation projects, particularly in the fields of public health, social sciences, or related disciplines.
• Knowledge of Gender, Equity, Disability and Social Inclusion (GEDSI) and intersectional equity analysis: Strong understanding of GEDSI including with an intersectional lens and the ability to apply them in the context of healthcare and social services, especially within the Lao context.
• Language Proficiency: Proficiency in the Lao language, as well as English, for effective communication with local stakeholders and the research team.
• Proven Qualitative and Quantitative Research Skills: Proficiency in both qualitative and quantitative research methods, including data collection, analysis, and reporting.
• Assessment and Evaluation Skills: Ability to design and conduct assessments to evaluate the capacity and effectiveness of social and civil organizations, as well as identify barriers to equitable access to eye care services.
• Community Engagement: Experience in conducting community-based research and community engagement to ensure local perspectives are considered.
• Report Writing: Strong technical writing skills to produce comprehensive research reports and policy recommendations.
• Ethical Research Practices: Adherence to ethical guidelines for research, including informed consent, confidentiality, and data protection.
• Evidence of Past Work: Demonstrated experience through a portfolio of previous research projects and publications in relevant fields.
Favourable qualifications (not essential)

• Understanding of Eye Health Services: Familiarity with eye health services and an understanding of the specific challenges and opportunities related to eye care in Laos.

• Local Expertise: In-depth knowledge of the socio-cultural, political, and economic landscape in Laos, including an understanding of the specific challenges faced by marginalized communities.

The application package must include:
• A cover letter outlining how you meet the key selection criteria and including two references,
• A curriculum vitae/resume,
• A technical proposal (includes proposed methodologies to address the Key Evaluation Questions) and a financial proposal (details associated costs and fees).
• Copy or link to one example of a similar evaluation conducted in the last 5 years (a reference to reports and publications is a plus) including names, titles, and contact details of previous clients who can be contacted to provide references.
