The Business Development Specialist – WASH, Environment and Resilience will provide strategic leadership in shaping, growing, and positioning World Vision Laos’ WASH portfolio to deliver sustainable impact for vulnerable children and communities. The role will lead the design and development of an integrated WASH programme that intentionally connects water, sanitation and hygiene with environmental sustainability, nutrition, climate resilience, and disaster risk reduction (DRR). Working across technical sectors and with external partners, the position will identify and secure new funding opportunities, cultivate strategic partnerships, and drive innovative programme development aligned with national priorities and World Vision’s strategic objectives.

The role will serve as a thought leader and champion for integrated programming, ensuring that WASH interventions contribute to broader outcomes in child well-being, health, food security, environmental stewardship, and community resilience. Through proactive donor engagement, market intelligence, and resource mobilization efforts, the position will lead the development of high-quality funding proposals and strategic investments that strengthen and expand World Vision Laos’ WASH and resilience programming. The role will also provide technical and strategic guidance to internal teams, fostering collaboration across sectors and supporting the establishment of a strong, evidence-based, and scalable WASH programme that delivers measurable and lasting impact.

Working closely with the WVI Laos teams, East Asia Regional Office, GC and Support Offices, the role is expected to make an impact by:

  • being a key member of the core team responsible for developing new opportunities and successfully securing the resources required for WVI Laos to deliver its mission and strategy
  • supporting the Resource Development, Programme Operations and Impact, Finance and Support Services, and People and Culture teams in ensuring we meet our accountabilities in the management of the current grants

Major Responsibilities:

  • Collaborate with Operations and Programme teams in developing concept notes and proposals that will facilitate WVI Laos growth for WASH Programming opportunities to increase our impact for children.
  • Work with the Resource Development team and the SLT in generating new leads and conducting necessary business research to build new opportunities for WASH programming.
  • Coordinate the development of WASH proposals and package the proposals together with WASH team, operations and programme ensuring quality reviews are done and that submitted proposals have been reviewed against the evaluation standards of donors and the Support Offices.
  • Undertake donor mapping and monitor donor websites and liaise with potential donor partners to determine grant sources, and other funding sources as appropriate under the WVIL National Strategy.
  • Liaise with Support Offices on the development of Private Non-Sponsorship (PNS) project proposals that fit within the WVIL National Strategic priorities.

Quality and timely compliance with WVIL grants acquisition and management policies, procedures and requirements.

  • Lead and support WVIL teams in coordinating with donor project audits together with Finance team counterpart

Initiate contact with WV Support Offices regarding the strategic GAM priorities of WV Laos

Actively engage in WVI Laos Resource Development process and organizational procedures.

  • Represent WVI Laos externally as assigned by the RD or SLT.
  • Comply with WVI Code of Conduct and policies and required staff inputs and participation.
  • Ensure that there is strong child safeguarding in all grants through responsible personnel and strong policies and mechanisms.
  • Support development of project proposals during emergency periods.

 

Required Education, Professional Experience

  • Bachelor’s or Master’s degree in relevant discipline such as development studies, WASH, agriculture, health, economics, management, water management, etc.
  • At least 3 years experiences in assisting in developing project / program design, WASH is advantaged
  • At least 3 years experiences in assisting in writing proposals, WASH proposal is advantaged
  • At least 3 years working in a donor relations position (that involved understanding donor’s priorities, requirements and standards, and presenting the organization to donors in a professional manner in person and in writing)
  • At least4 years of experience working in a multinational environment, WASH is advantaged
  • Ability to engage with multiple sectors and organizations, donors and NGO’s
  • Demonstrated competency in writing for international audiences in English
  • Supervisory experience is a plus
  • Demonstrated knowledge of programming, funding, and financial management standards
  • Demonstrated basic knowledge of some sectoral programs, transformational development approaches and issues
  • Strong analytical and problem-solving abilities
  • Strong interpersonal communication skills, positive attitude
  • Strong English skills, especially written
  • Computer literacy, especially in Microsoft Word and Excel
  • Ability to work independently
  • Willing to take initiative
  • Proficient English and Lao
