The role
We are currently looking for National Impact Manager – GEDSI and Climate Change, based in Vientiane Capital
Role Purpose
The National Impact Manager – GEDSI and Climate Change will support the MERL Adviser to provide monitoring, evaluation, research, accountability and learning support to the project team across the field offices- with special focus on GEDSI and Climate change outcomes and learnings. Save the Children’s Global Gender Equality and Diversity Policy and Climate change strategy will be critical framework to evaluate impact and accountability mechanism through this project. The role will provide technical inputs to ensure measuring high-quality outputs and learnings of this project that advance gender equality and ensure that children, girls and boys can equitably access, participate within, benefit from and act as decision makers for climate change programming. The role supports project’s advocacy and influencing, while driving strategic partnerships for social inclusion and impact assessment in line with climate change strategy of Laos CO. It provides leadership to ensure our work is grounded on intersectional gender and power analysis and supports the design and implementation of gender transformative monitoring and evaluation systems as well as ensuring diversity and social inclusion to demonstrate impact, while sharing learning across our project interventions, teams and partners to support cross-country, regional and global learning. This role will support the Impact Evaluation and coordinate the Gender Equality, Diversity a Social Inclusion Community of Practice and ensure cross-learning, coordination and alignment.
This role will support the Impact Evaluation and nurture Gender Equality, Diversity a Social Inclusion Community of Practice in line with climate change, as well as engage closely in regional and global Gender Equality technical leadership structures, ensuring cross-learning, coordination and alignment. The role will provide thought leadership and guide system strengthening, setting standards and driving technical excellence in close collaboration with MERL Advisor, Health System Advisor, project teams and/or focal persons.
In the event of a major humanitarian emergency, the role holder will be expected to step up and where needed and possible even deploy in country to support humanitarian responses and work outside the normal role profile and be able to vary working hours accordingly.
KEY AREAS OF ACCOUNTABILITY:
Technical Leadership:
- Provide technical input and own the GCF GEDSI Action plan by adhering the proposed intervention and follow-up in implementing the agenda.
- Provide technical leadership for accountability mechanism, research and evaluation on climate change, gender equality, diversity and social inclusion for the project, and set the strategic approach in relation to the wider country strategy, supporting the organization to implement Save the Children’s Global Gender Equality Policy
- Provide technical leadership to establish/support/monitor an Accountability Action Plan, Gender Equality Action Plan for the project on Save the Children’s Gender Equality Self-Assessment and other tools.
- Provide technical leadership and coordination to nurture a thriving Country Gender Equality Community of Practice, strengthening quality and alignment across the provinces and creating links between national, local, regional and global work.
- Provide technical leadership in establishing impact evaluation strategy for the project, REALM agenda and support the MERL Advisor in managing day to day activities from field to the PMU office
Ensuring Programme Quality (Design & Implementation):
- GCF Project engagement:
- Generate Action Plan to support WHO and SCI in ensuring participation of female government stakeholders in the learning workshops, annual review process and ToT’s. Also, how many external stakeholders are engaged in the annual review that integrate climate and health into policies
- Ensure GESI considerations are integrated into the new or revised policy documents
- Ensure gender, disability, youth, children and other relevant social considerations are integrated in guidelines and TOT curriculum
- Ensure climate-related indicators include disaggregation of gender, social inclusion
- Support the MERL Advisor in coordinating the development of Results Framework for the project in alignment with proposal, CSP as well as regular updating of the RF.
- Support project MERL field team in designing/developing/updating the MERL/MEAL plan of the project that meets both donor and SCI Laos requirements.
- Support the MERL Advisor and project team in developing and/ or updating quality benchmark (QB) checklists and support in preparing a quarterly, semi-annual and annual monitoring plan and ensure project is implementing these QB monitoring.
- Work with the project and country SPQI team (especially the MIS team & Partners staffs in project where available) to develop and update MIS, PRIME and IPTT (Indicator Progress Tracking Table) for all projects in the sector and develop related tools for activities, outputs and outcomes as per the logical framework.
- Lead the GIS mapping and evaluation works of the project activity with the support from MERL Advisor.
- Support the design and implementation of monitoring tools and processes (Focus Group Discussions, exit interviews and other quantitative and qualitative tools) including data processing, analysis and reporting.
- Support the report preparation of the project with updated and verified data and support the CoP and MERL Advisor in delivering quality output.
- Lead the technical scoping, planning, and design and proposal writing during new / parallel programme development, and ensure that we design and deliver high quality, holistic gender-transformative and gender-equality focused programmes, building on global best practice. Ensure that broader intersecting social justice, disability and resilience considerations are reflected in our programme design and implementation.
- Promote a Systems Strengthening approach as the overarching framework, that supports working in collaboration and partnership with governments and local partners and working towards impact, scale and sustainability.
- Promote and monitor integrated programming in a way that increases overall impact of gender sensitive and transformative programmes at the community level, across the country.
- Contribute towards the creation of an organisational learning culture that promotes the use of disaggregated data, evidence and analysis (including gender and power analysis) and understands its link to quality and accountable programming; Contribute to strengthening the use of equality-focused programme principles and good practice across themes and sectors.
- Ensure that the project have strong accountability system which includes all three components of information sharing, participation, and complaints and feedback for all communities and children including a toll-free contact number.
- Support the country Accountability team and project team to support the design and implementation of effective Complaints Feedback and Response Mechanisms (CFRMs) for programming under the assigned sector.
- Liaise with the advocacy team and other country programme staff, contribute to policy briefs and position papers as and when required.
- Monitor trends in order to ensure early, gender sensitive/transformative action; and lead technical design and implementation and technical coordination of humanitarian responses.
- Networking & External Engagement on Climate Change and Social Inclusion:
- In alignment with Project and Country Office strategy engage in strategic activities with Advocacy and Communication unit of SC, UN agencies (i.e WHO) partners and governments, and ensure that Save the Children is a key actor in climate responsive and gender equality programming.
- Ensure external partnership with Research and M&E organisations working on Gender and Climate Change analysis and evidence generation Ensure the quality, clarity and consistency of technical components of internal and external reports, prioritizing and embedding gender equality across framing and content, working closely with awards, programme implementation and communications colleagues as needed.
- Leverage and liaise with technical colleagues from across Save the Children, including technical working groups and centres of excellence, ensuring that learning from the Region is shared with others and global lessons brought back.
QUALIFICATIONS AND EXPERIENCE:
Academic Qualifications:
- Bachelor’s degree in social science / climate change / Women and Gender Studies or related degree with focus on REALM, impact evaluation, gender equality, social work, climate change, public health, sociology, anthropology or related area, or equivalent experience
EXPERIENCE AND SKILLS
- At least 3 -5 years’ experience in monitoring & evaluation, proven track record of developing, implementing and reviewing MERL systems/strategies at sector level. Understanding on Child Rights, gender equality principles and climate change components
- Strong understanding of research and evaluation including gender equality principles and climate change impacts.
- Proven experience involving diverse, complex initiatives and virtual teams to achieve agreed objectives; including demonstrated experience designing, implementing and reporting upon thematic/cross-cutting strategies and/or policies
- Able to generate and use data and evidence to innovate, deliver, learn and share what works and what doesn’t work for transforming the root causes of harmful gender norms and promoting gender equality for and with children
- Experience of promoting quality and impact through at least one cross-cutting area: resilience and climate change; adaptive and safer programming; child rights; disability; migration and displacement.
- Good analytical skills, effective negotiator, with the ability to proactively influence sectoral and departmental buy-in.
- Strong report writing, communication and leadership skills.
- Good organisational skills, the ability to pay close attention to detail and capable of reporting in a timely manner.
- Proficient in computer operation, particularly, in SPSS, MS-Excel, MS-Access, and MS-PowerPoint
- Ability to analyse information, evaluate options and to present complex information in a succinct and compelling manner.
- Experience of supporting humanitarian preparedness, response and recovery
- Fluent in English and high level of English writing skills.
