CBM Global Disability Inclusion

Mission Statement

CBM is an international Christian development organisation, committed to improving the quality of life of persons with disabilities in the poorest countries of the world. Based on its Christian values and over 100 years of professional expertise, CBM addresses poverty as a cause, and a consequence, of disability, and works in partnership to create a society for all.

Program Description

Programme Description CBM has been involved in Laos since 1984, supporting government institutions and Non-Profit Association (NPA) partners in the implementation of eye health and physical impairment and rehabilitation programmes, as well as Community-Based Rehabilitation (CBR) from the period 2000 to 2014. CBM is implementing its five years Country Operational Plan in Lao PDR to contribute to improving the quality of life for persons with disabilities in the country over the coming five years (2018-2022). We aim to do this by:  Supporting the self-representation of women, men, girls and boys with disabilities in Laos to advocate for their rights and influence systemic change in line with the Convention on the Rights of Persons with Disabilities (CRPD);  Strengthening systems to promote inclusive and equitable access to social protection as well as healthcare provision in the areas of eye care and mental health;  Building inclusive, resilient, equitable communities in selected districts of Luang Prabang Over the next five years CBM in Laos will expand its work to include Community-Based Inclusive Development (CBID), inclusive eye health, mental health, social protection and livelihoods – which will all be underpinned by Disability Inclusive Development (DID) – in order to improve the quality of lives for women, men, girls and boys with disabilities. CBM will prioritize its investments during 2018-2022 in Luang Prabang. Ongoing eye health project in Salavan, Champasak, Sekong and Attapeu will continue. The following visual (Theory of Change) provides an overview of our strategic plan and how we see our proposed approach and interventions will contribute to transformative change in Laos. Promoting a rights based approach will underpin our work, which we hope to drive through an effective engagement with both rights holders and duty bearers in Laos, as well as other development actors.

Inclusive Eye Health project

Start: 01/07/2020 - End: 31/12/2021

The aims of the project on Prevention of blindness are to:
 Increase the capacity of eye health services in Laos based on the international eye health service standards by 2020
 Establish the health systems and support access to qualitative eye health services among vulnerable groups

“Make Inclusion Real”: Promotion of disability inclusion and advocacy

Start: 01/06/2019 - End: 31/12/2021

The aim of the project implemented by Lao Disabled Women’s Development Centre (LDWDC) is to strengthen DPOs and the Disability movement to effectively advocate for the inclusion of people with disabilities across all impairment groups at national level and in Luang Prabang province.

LDWDC will be a key facilitator to support the engagement of other DPOs with an aim to unify and consolidate the efforts of the disability movement for the national and local advocacy on disability inclusion and human rights of persons with disabilities. To reach that aim and as part of their 2018-2022 strategic plan, LDWDC plans to lead the development of a joint advocacy plan of organisations of persons with disabilities (DPOs) for disability inclusion.

Community Based Inclusive Development

Start: 01/07/2020 - End: 31/07/2021

The aim of the project is to build capacity of the implementing partner ARMI (Association for Rural Mobilisation and Improvement) and people with disabilities including their representative groups to effectively facilitate inclusive development processes and to advocate for the inclusion of people with disabilities across all impairment groups in a community within Luang Prabang.

ARMI is legally registered Non-Profit Association (NPA) that will be a key facilitator to support the initiation of the Community Based Inclusive Development (CBID) approach in Luang Prabang (Kanmi Suanhuam Naikan Phattana Sum Som), working closely with the targeted communities and a network of stakeholders, engaging people with disabilities and their organisations to enable disability inclusive development on the ground.
