POSITION DESCRIPTION

 

POSITION TITLE:         Finance Assistant

PROGRAM:                 Laos Counter Trafficking In Persons (CTIP) Program

LOCATION:                  Vientiane, Laos

REPORTS TO:              Finance and Administration Manager

DURATION:                 1 Year contract, renewable subject to satisfactory performance

           

POSITION SUMMARY:

The USAID Laos CTIP Project is a USAID-funded project which focuses on reducing vulnerability to human trafficking among vulnerable and disadvantaged people and victims of human trafficking. The Finance Assistant will work under the direct supervision of Finance and Administration Manager, the Finance Assistant will provide back stop support to the finance and administration team in carrying out day to day financial support to the Laos CTIP Project. His/her main tasks include ensuring and supporting timely submission of technical accounts before new activity implementation starts; and supporting timely processing of disbursements and submission of weekly and monthly reports; and in monthly compliance with government’s statutory requirements.

ESSENTIAL RESPONSIBILITIES

  • Assist in voucher processing ensuring receipts and disbursements are compliant with Winrock financial policies and procedures, Program workplan and budgets, USAID rules and regulations, local tax reporting requirements, and other local laws such as labor and other mandatory requirements by tax revenue department
  • Being the backup team to support to Technical Team in preparing activities’ planning and budgeting, and in preparation of a funds request on monthly basis (Wire request)
  • Prepare bank reconciliation statements at the end of each month
  • Attending bookkeeping and filing of all financial documents such as monthly reports, vouchers and related supporting documents, ensuring availability of financial documents during audits or reviews.
  • Assist in implementing transparent and auditable financial records including tracking systems for all travel related expenses and procurements of goods and services.
  • Maintain and update Chart of accounts of the project following the guidance of Reginal and Home Office
  • Assist in preparing and processing any request to Local bank which related to Laos CTIP bank accounts
  • Support the Finance Officer in weekly and monthly financial reporting including vouchers scanning, uploading to SharePoint on or before the deadline set by Regional Office
  • Monitor and track all staff advance liquidations following due dates as per Winrock policy
  • Being the backup team for bookkeeping of all field operation transactions for Laos CTIP
  • As necessary, provide support in reviewing sub-awardee’s financial reports and backup documents
  • Settlement of general utility bills.
  • Monitor Inventory balance in Finance system to compare with the inventory tracker from the administrative team
  • As necessary, prepare/submit new vendors’ information request to Home Office for Vendor ID creation and update in Finance Programme
  • Run LexisNexis on new vendors, staff, consultants, as necessary
  • Carry out other duties as maybe assigned by Supervisor

QUALIFICATIONS

  • Minimum three to five years experiences in the area of accounting and finance assistant.
  • Knowledge of banking and taxation system
  • Knowledge and understanding of office account system
  • Interest in and commitment for the mission of Winrock/Laos.
  • University degree (B.A./B.S. or higher) in Finance or Accounting or related topic
  • Confidence in Lao and English (Written and Oral)
  • Ability to collaborate and work with multiple team members and take initiative to work independently
  • Advanced knowledge of word processing, spreadsheet (Excel) and accounting software required
  • Having experience in working with USAID projects is an asset.
