📢 Call for Final Evaluation:
Project Final Evaluation Strengthening Rights to Land, continuation at Pek District – Xieng Khuang
Project Number: N-LAO-2022-0293
Mennonite Central Committee (MCC) in Laos is seeking a qualified evaluator or evaluation team to conduct the Final Evaluation of its Strengthening Land Rights Project (continuation) in Xieng Khuang Province.
This project, generously funded by Brot für die Welt (Bread for the World) and the Manitoba Council for International Cooperation (MCIC), is being implemented from March 2023 to February 2026, with a total budget of €935,000. It builds on MCC’s longstanding commitment to equitable land rights and sustainable livelihoods in Laos, in close collaboration with government partners—particularly the District Office of Agriculture and Forestry.
As part of MCC’s agreement with its donors, this final and only external evaluation will assess:
The relevance, effectiveness, efficiency, and impact of project activities.
Progress toward achieving planned results and objectives.
The effectiveness of the project’s Monitoring and Evaluation (M&E) processes, procedures, measures, and systems.
Good practices, challenges, and lessons learned.
Actionable recommendations for future programming and government policy planning.
With approximately nine months remaining, this evaluation comes at a critical juncture for capturing learning and informing both MCC’s strategic direction and the decision-making of key government partners.

We invite interested evaluators or organizations with relevant expertise in land rights, rural development, and participatory evaluation in Southeast Asia to submit their proposals.
