Request for Proposals
Independent End-of-Project Evaluation
Swisscontact Lao PDR in Vientiane is pleased to invite all interested consultants to submit proposals for the
“Independent end-of-project evaluation” of the Digital Literacy Initiative Laos (DLI) project.
1. REQUIRED DOCUMENTS
• Formal quotations of proposals with stamp seal (online copy and physical document)
• Copy of the business operation and registration in Lao PDR
• Copy of Tax clearance/Payment certification
• Copy of VAT registration
2. SPECIFICATION OF EQUIPMENT
Swisscontact Laos will commission an independent end-of-project evaluation of the Digital Literacy Initiative.
The Project is being implemented from 1 January 2024 to 31 December 2026 with financial support from
Bread for the World and The Dariu Foundation, complemented by selected technical inputs from The Dariu Foundation.
Scope of the evaluation:
• Both project objectives and their indicators;
• All five project outputs;
• The nine upper secondary schools and three TVET institutions; and
• Relevant national and provincial stakeholders.
Evaluation assesses:
This assignment is a full end-of-project evaluation and is not limited to measuring
project indicators. The Evaluation Team is expected to assess the Project at two levels.
• Achievement of project results and indicators
• Overall project performance
Deliverables documents:
• Inception Report (Maximum length: 15 pages excluding annexes)
• Debriefing
• Draft and Final Evaluation Report
3. PROPOSAL SUBMISSION:
The deadlines for submission of Bids is 07th October 2026, 17:00 local time.
