WCS is looking for a “Administration and Accounting Assistant Officer” to join our team.
📍 Location: WCS-Bolikhamxay office, Ban Nam On, Xaychamphone District
🗓️ Type: Full-Time
🕗 Working Hours: Monday to Friday, 8:00 am to 5:00 pm (1.5-hour lunch break)
• Reports to (Supervisors): Program Administration and Accounting Coordinator
• Country Program/Sector: WCS Lao Program, Greater Mekong Region, GCP
• Expected travel: As required within the country to field offices, and internationally if/when needed
• Organization Background: History of WCS engagement in the BLK Landscape
The Wildlife Conservation Society (WCS) has been working in Bolikhamxay Province since 1995. Since 2005, WCS has supported the Provincial and District Agricultural and Forestry Offices through the Integrated Ecosystem and Wildlife Management Program in Bolikhan, Khamkeuth, Pakkading, Viengthong and Xaychamphone Districts. The focus of WCS’s work has included Nam Kading National Protected Area and the Northern Annamites Conservation Area, now called Nam Mouane-Phou Chomvoy NPA, which stretches along the border with Viet Nam. This new NPA includes also the Nam Chouane Nam Xang Biodiversity Offset Site of the Nam Ngiep 1 hydropower project – in which WCS has been an advisor to through a service contract with ADB. Through these engagements, WCS has been working with the BKX Provincial forest office (PAFO): protected area management office, protection forest section, and their respective units and teams operating on the ground, as well as the district forest office (DAFO) personnel. WCS engagement at province and districts include capacity building of government staff, advising on ranger patrolling, supporting biodiversity surveys, supporting engagement of village communities in conservation.
WCS work in the Bolikhamxay Landscape currently consists of various programs and projects to support broad conservation goals, including responding to the threats and challenges of the Landscape. They are funded through a number of sources: “Laos: Eastern Bolikhamxay Mountains National Protected Area” (RFT-funded), “Guardians of Lao Nature” (EU-funded), “Facilitating Effective Biodiversity Offsets in Private Sector Operations: Nam Ngiep 1 Hydropower Project” (an ADB service contract). Other funders towards conservation activities in the Landscape include Liz Claiborne and Art Ortenberg Foundation (LCAOF), Harvey Bookman, Arcadia and Luxembourg Development Agency.
• Current context for WCS Strategic Vision for the BLK Landscape
WCS Laos is making an important strategic pivot. It is doing this by establishing the BLK Landscape Vision and Strategy for 2035, which is currently under draft. The key foundation that shapes WCS strategy in BLK are manifolds. First, BLK province is home to the Northern Annamite section of the Greater Annamite with biodiversity habitat of global importance. GoL is recognizing the need for a greater level of protection and thus elevating the protection status of several areas as one National Protected Area. Second, WCS long held engagement in Nam Kading NPA has established a wide network of trusted partners in Government, technical organizations and development partners operating in the Landscape. Third, given WCS’s strong leadership in the forest sector policy arena and long experience in on-the-ground conservation support, BLK offers a unique set of opportunities and challenges in which newly found solutions could find testing grounds. This applies to supporting the designation of a new NPA under the new decree, operationalization of Forest Development Villages, rigorous application of biodiversity mitigation hierarchy, sustainable financing mechanisms, among many others. Fourth, WCS also sees the need and opportunity to bring its institutional leadership in the country, as well as globally, to help increase the collective synergy across diverse stakeholders for the Greater Annamite.
Given such context and dynamics, the Strategic Vision for the Landscape will broadly aim for impacts of: One, better conserved and respected biodiversity values of national and global importance, especially through improved management of development activities and plans; Two, improved integration of communities in conservation compatible development opportunities and paths; Three, effective, efficient, and transparent ways for private investment to contribute to conservation efforts; Four, heightened priority among high-level stakeholders for the holistic conservation of the Greater Annamite.
In order to transition into fully adopting the new Strategic Vision, WCS operation in the Landscape for 2025 and the next few years will be highly dynamic. Ongoing and known programs and projects that will be implemented during this time in the Landscape comprise the following:
- Supporting GoL in downstream set up of the new NPA, Nam Mouane-Phou Chomvoy (NMPC NPA), focused on management and technical capacity building (RFT-funded);
- Supporting GoL in developing, implementing, and refining the engagement of communities through the Forest Development Village model (EU-funded);
- Advising NNP1PC, GoL and ADB in enhancing conservation effectiveness in the Biodiversity Offset Site, which will itself undergo phase of assimilation into the new NMPC NPA.
• Job Purpose Summary:
The Program Administration / Accounting Assistant Officer is based in WCS-Bolikhamxay office, Ban Nam On, Xaychamphone District, Bolikhamxay. As Officer will work in the Integrated Ecosystem and Wildlife Management Program (IEWMP) to meets WCS and GAAP standards
🔍 Key Responsibilities Include:Key responsibilities are described below, organized into main categories, and elaborated with a list of tasks foreseen.
- Finance Management
– Process Bank transfer via I-Banking platform, Prepare Cheque, withdrawals and cash exchange and obtain bank statements for the Program Administration and Accounting Officer.
– Manage petty cash accounts (cash boxes) on a daily basis and prepare monthly balance report.
– Manage bank books and bank balances on a daily basis.
– Entry of data into JV template
– Other Landscape duties as requested by and agreed with the Program Administration and Accounting Officer, and Landscape Manager.
- Project Procurement and Fixed Assets Management
– Lead on conducting small procurement in Bolikhamxay Province and coordinate procurement with VTE procurement officer for major procurement of Landscape programs and projects.
– Maintain and update the fixed assets register of all Landscape programs and projects on a regular basis.
– Ensure that all procured items are added to Fixed Assets Registers (FAR).
– Check in – check out equipment for staff and follow up on the return of that equipment.
– Notify project directors if any equipment is broken or unsafe.
– Maintain the annual report on equipment inventory for WCS VTE office and Project Manager as required.
– Lead on annual physical count of fixed assets.
– Conduct/organize maintenance and upkeep of field equipment.
- Vehicle management
– Ensure vehicle log sheets and monitor all information properly recorded on a monthly basis.
– Perform regular vehicle checking. Coordinate these activities with Drivers.
– With the Driver, ensure that all first aid kits are complete and replenished, and that other vehicle equipment (tarpaulins, winches, etc) is kept in working order.
– Arrange vehicles booking for the teams
- HR Management
– Submission and claim receipt to insurance company.
– Follow Staff Leave monthly basic
- Office Management
– Support the repair, renovation, and construction of Landscape offices and other buildings.
– Maintain efficient workspaces (e.g. office layout, furniture, noticeboards).
– Assist in preparing project-related meetings.
– Arrange accommodation for visitors/guests.
🎓 Qualifications:
- Diploma in Accounting.
- Two (2) years of work experience in accounting.
- Excellent organizational skills.
- Good communication skills.
- Working level proficiency in English will be an advantage.
- Ability to handle multiple tasks under dynamic circumstances to deliver tasks on a timely basis.
