People in Need (PIN) is a Czech non-profit, non-governmental organization that has been implementing relief and development projects in crisis regions around the globe over its twenty-year history. PIN is an international, non-profit organization providing humanitarian and development assistance in over 20 countries worldwide. PIN draws on extensive past experiences and lessons learned across development, emergency and post emergency contexts to design, implement and monitor quality programming.

Since 2013, People in Need (PIN) has been involved in disaster risk management activities, particularly in Cambodia with the development of the Early Warning System EWS1294. In 2023, PIN started to provide technical support to disaster management organizations (DMOs) in Laos to improve their current early warning dissemination capacities and explore innovative approaches to transboundary risk communication, shared data management, and cooperation. This project developed formative research and piloted an early warning system in three provinces of Southern Laos (Champasak, Attapeu, and Saravane provinces). In 2025, the next phase of the EWS national scale-up has been launched covering in total 9 provinces.

Position: Logistics Assistant and Driver, SVK

Number of Positions: 01

Line Manager: Accounting and Logistics Officer, Finance and HR, Projects and MEAL and Comms colleagues.

Duty station: to be based in Savannakhet, Lao PDR with frequent travel to the field across Vientiane Capital, Champasak, Attapeu, Sekong, Savannakhet, Khammuane, Saravane, Borikhamxay, Luangprabang, and Xayabouly provinces, requiring adaptability and commitment to fieldwork.

Schedule: Full time position

Duration: 12 months with possibility of extensions

Starting date: October 1st, 2026

Salary: 382 USD to 428 USD (based on experience and skills – gross salary)

1.      Position Summary
A qualified and responsible Lao National Candidate is required for 1.1      Logistics Assistant and Driver for: (i) driving services for project related activities; (ii) management and monitoring of vehicle logbooks (project vehicles and motorbikes); (iii) ensuring regularly scheduled project vehicle oil change and maintenance; (iv) providing office clerk support to the Project Finance and Administrative Officers for maintaining accurate logistic  and administratvie reports and monitoring; and (v) providing office clerk support to the Project Finance and Administrative Officer for project administration and procurement activities as appropriate.

The position will fully be based in Savannakhet, Lao PDR and involves frequent travel to the field across Luangprabang, Xayabouly, Bolikhamxay, Savannakhet, Champasak, Attapeu, Sekong, Khammuane and Saravane provinces, reporting relations & interdependencies with other positions.

Line managed by the Vientiane capital based Accounting and Logistics Officer Works closely with other programme and Operations colleagues in both field and Savannakhet offices.
2.      Duties & Responsibilities
2.1  Driving services: 

  • Drive official project vehicles of the PIN Laos within Savannakhet and 09 target provinces, the  target Project Districts.
  • Responsibility for keeping his/her driving license valid, for conforming to the traffic code and for meeting requirements for driving motor vehicles driven by him/her;
  • In case he/she of his/her vehicle is involved in an accident, ensure that the necessary steps confirming to rules and regulations are taken;
  • Responsible for the day to day maintenance and cleanliness of the vehicle in his/her charge;
  • Keep line managers informed about any irregularities or maintenance issues that occur with project vehicles and advise necessary actions
  • Keep vehicle licensing and insurance documents up to date and inform the line managers as needed
  • Keep records/logbook of the performance and cost to maintain the vehicle assigned to him/her as required;
  • Assists in identifying and purchasing necessary spare parts for office vehicles; undertake minor repairs of the vehicle under the administrative custody of the company and obtains appraisals on the cost of vehicle repairs;
  • Transport official passengers/visitors and facilitate immigration and customs formalities as necessary;
  • Assist in logistic work processes as necessary;
  • Flexibility in working hours and over the weekend;

2.2  Administrative Support:

  • Assist with administrative duties within the PIN laos office (e.g. drafting and typing letters of routine communication, photocopying, preparing and cataloguing documents, preparing workshop documentation, etc.);
  • Assist with arranging appointments, receiving visitors, placing and screening telephone calls, responding to routine requests for information and assisting in making travel arrangements for the project team;
  • Typing a wide variety of materials and operates word-processing equipment;
  • Maintaining office records and reference files on various subjects;
  • Providing logistical support to mission and international consultants to the project;
  • Assists with management of project vehicles logbooks with proper records.

2.3 Logistics Support:

  • Assist with stock counts and cycle counts at least twice a year
  • Assist in preparing  inventory discrepancies or damages reports
  • Ensure proper labeling and storage of goods and all project equipment
  • Maintain clean, organized storage areas
  • Maintain accurate logistics records and files
  • Ensure compliance with PIN’s procedures and safety standards
  • Assist with customs documentation if any goods required to import from overseas

2.4 Procurement support:

  • Assist in obtaining quotations and market survey for any required goods and services procurement
  • Support on the daily office stationeries and supplies procurement
  • Assist in preparing and processing purchase request
  • Track order status and follow up on deliveries
  • Support on ensuring accurate pricing, quantities, and specifications

2.5  Accoutability and Safeguarding including Prevention of Sexual Exploitation, Abuse and Harassment (SEAH)

  • Carry out the duties in accordance with the PIN Code of Conduct and Key policies
  • Participate in training and awareness raising (CoC and KP, Safeguarding…)
  • Create and maintain a fulfilling and protective environment
  • Ensure that her/his team members attend training and awareness sessions and carry out the duties in accordance with PIN Code of Conduct and Key policies
  • Ensure strict application of media policy, including consent form for use of photos and testimonials of beneficiaries and community members, data protection/secure storage
  • Ensure that safeguarding is taken into account in the proposal development, report, etc
  • Support the Finance and operation manager in the implementation of Safeguarding measures.
  • Provide trainings and awareness sessions on Safeguarding, CoC and Key policies to partner organizations/beneficiaries, when necessary
  • Monitor the implementation of Safeguarding measures (e.g awareness session for affected population, training for staff, CFRM etc)

Others

  • Fulfils any other tasks as required and or assigned by line manager
  • Support the implementation and monitoring of CFRM activities in project areas, ensuring that community feedback is collected, documented, and referred appropriately in line with PIN’s CFRM guidelines
  • Promote awareness of CFRM among project stakeholders and communities, contributing to a culture of accountability and transparency
  • Coordinate with relevant team members to ensure timely follow-up and response to feedback and complaints, and contribute to regular CFRM reporting and learning
  • Support in the development of project proposals
  • And fulfils any other tasks as required

Qualifications required:

Desired Knowledge, Skills and Competencies:

Required

  • Knowledge of driving rules and regulations within Lao PDR.
  • Minimum of 02 years’ driving experience with safe driving record.
  • Familiarity with computers, including skills in typing, the usage of spreadsheets (Microsoft Excel), word-processing (Microsoft Word).
  • Basic elementary knowledge of motor machines.
  • Literacy in English is an asset,
  • Fluency in Lao Language with reasonable written and oral communications skills.
  • General admin, logistic and procurement support experiences is an asset
