Assignment
A.         The effectiveness project coordination of Feasibility study of the Lao PDR Irrigation Dam Safety, Operation and Management (LIDSOM).

B.         The project communication activities implemented efficiently and effectively.

C.         Supporting the Project Manager in implementing project activities under the DSTIA component.

D.         Maintain to Helvetas values, principles and integrity.

Main tasks
A.    Project Coordination (LIDSOM component)

·       Facilitate the coordination with the Department of Irrigation Dam, Ministry of Agriculture and Environment for the Feasibility study of the Lao PDR Irrigation Dam Safety, Operation and Management (LIDSOM)

·       Monitor and coordinate project timelines, deliverables, and implementation progress.

·       Attend meetings with donors (e.g., SDC, World Bank) and prepare meeting minutes.

·       Participating in regular online meetings with experts and document discussion.

B.    Project Communication

·       Serve as the main focal point for communication with partners, stakeholders, Helvetas Program Office, and donors.

·       Develop communication materials, including social media posts, press releases, and posters.

·       Support evaluation of communication activities in collaboration with communication consultants.

·       Monitor and track the effectiveness of communication efforts, particularly via social media channels.

C.    Project Administration and Support

·       Prepare detailed mission agendas and official correspondence for submission to implementing partners namely Department of Energy (DoE), Faculty of Engineering, National University of Lao, Electricity Due Lao Generation Public Company Generation (EDL-GEN) and Lao Association on Dams (LAD)

·       Coordinate visa processing for experts in collaboration with the administration team.

·       Support the Project Manager in preparing official project corresponding

·       Assist with implementation of DSTIA component activities.

·       Prepare and document meeting minutes.

·       Act as focal point for monitoring and follow-up of reports from implementing partners.

D.    Project Administration and Support

·       Represent Helvetas positively in all interactions.

·       Be open to feedback and improvement

·       Maintain confidentiality of sensitive information

·       Demonstrate openness and be clear in communication.

·       Collaborate well with other team members and HELVETAS staff.

·       Perform other duties as required by the Project Manager.

Qualifications
Education

·       Bachelor’s degree in business and administration, civil or electrical engineering or related fields.

Experience

  • 3 years’ experience working in coordinating role with the government agencies.
  • Experience Project activities planning, implementing and monitoring,
  • Experience in communication material development will be advantage.
  • Work in iNGO/local NPA environment
  • Experience working with partners and donors.
  • Experience in working in the energy sectors.
  • Excellent facilitation and communication skills.
  • Strong interpersonal skills and good information-sharing/Communication skills
  • Accuracy, analytical skills and attention to details.
  • Outstanding social, team building and communication skills
  • Multi-tasker and able to prioritize effectively.

Languages

·       Fluent in English

IT skills

  • Proficient in Microsoft 365/Office (including Word, Excel, PowerPoint, Outlook, OneDrive)
  • Expert in social media.
