Request for Quotation (RFQ) for PIN Laos national staff Health and Accident Insurance

Background
People in Need (PIN) is a Czech non-profit organization founded in the early 1990. It is the largest humanitarian and development organization in Central and Eastern Europe, operating in over 30 countries. PIN provides aid across various sectors, focusing on disaster response, conflict recovery, poverty reduction, and climate change impacts.

In 2024, PIN initiated the pilot phase of the Early Warning System (EWS1294) in Lao PDR, successfully installing 12 water-level sensors across flood-prone areas. The pilot demonstrated that the PIN-developed EWS and hydrological monitoring network can be effectively contextualized for Lao conditions. Implementation took place in Champasak, Saravane, and Attapeu provinces, confirming the system’s relevance and adaptability.

Building on the pilot’s success and lessons learned, PIN has secured additional funding from SDC and FCDO to expand the initiative. As part of the national scale-up, PIN is now seeking collaboration with telecommunication companies operating in Lao PDR to enable timely dissemination of early warning messages to affected communities in overall nine target provinces.

Insurance package for health and accident:

– Health and Accident insurance service;

– Current number of existing staff 09 and a few more will be added once all the staff members are fully onboarded;

– New join in thought the year by pro -rata price;

– Staff separation out through the year with re -imbursement case by case or options proposed      by insurance company;

– Number of hospitals coverage in Laos, Thailand and other countries worldwide;

  1. Scope of work

1. Objective

To provide comprehensive health and accident insurance coverage for PIN Laos national staff for the period of 1st June 2026 – 31 May 2027;

 2. Scope of Services

The insurance provider shall provide:

a. Health Insurance Coverage

Inpatient hospitalization (room, surgery, treatment, medication) 20 visits per year (during 12 months contract);

Outpatient consultation and treatment 30 visits per year (during 12 months contract);

Emergency medical treatment;

Diagnostic tests and laboratory services;

Prescription medicines;

b. Accident Insurance Coverage

Accidental death compensation;

Permanent and partial disability benefits;

Temporary disability benefits (if applicable);

Accident-related medical expenses;

  1. Beneficiaries

Coverage shall apply to all Lao national eligible staff as officially notified by the organization, including additions and removals during the contract period; dependent coverage is not included under this RFQ. However, staff may optionally purchase dependent insurance at their own cost, if the provider offers such options. Bidders may submit dependent premium rates as a separate, optional annex.

Nationwide coverage within Laos with Number hospitals coverage in Thailand and other countries worldwide;

  1. Claims and Administration

Benefits: Provide limits, deductibles/co pay, annual maxima, waiting periods/exclusions.

Network & direct billing: Confirm cashless/direct billing availability and list of hospitals (Laos/Thailand/other).

Define timelines (acknowledgement, pre auth, reimbursement) and advance payment rules.

Reporting & attachments: Frequency of reports and required bidder documents (policy wording, license, references).

Pricing format & deadline: Confirm required price breakdown (per staff/month or year, taxes), and exact submission deadline time zone.

Submit periodic claims and utilization reports;

Ensure transparency and timely communication on claims status;

The provider must comply with national insurance regulations and applicable Laos labor laws;

  1. Timeline and deliverables/outputs

The contracting period is from 1st July 2026 to 30 June 2027; however, case-by-case adjustments may be required depending on the individual staff member’s joining and separation dates.

  1. Requirements

Be a legally registered and licensed insurance company in Laos;

Provide comprehensive health and accident coverage for national staff;

Offer coverage including medical treatment, hospitalization and accidental death or disability benefits;

Ensure nationwide service coverage, including provincial areas;

Provide clear claim procedures with reasonable processing time;

Offer competitive premium rates within the approved project budget;

Demonstrate financial stability and a good service track record;

10.2 Financial offer assessment

Financial Evaluation – 70 Points (70%)

Financial scores will be calculated using the following formula:

  • The lowest evaluated financial offer receives 70 points.
  • Other financial offers are scored proportionally.

10.3 Final score (Technical + Financial score)

Final Score=Technical Score (30) +Financial Score (70)

* Maximum possible score = 100 points.

* The bidder with the highest combined score will be recommended for award.
