Local Consultant Formulation of Grant Management Guideline for CSOs (Agriculture and Environment Technical Working Group -AESWG)
Assignment
To develop a comprehensive Grant Management Guideline that provides clear procedures, tools, roles, responsibilities, compliance requirements, and templates for managing the AESWG small‑grant mechanism from announcement to closure.

Main tasks
Review & Assessment:
· Review ENABLE project documents, AESWG structure, and grant‑facility objectives.
· Review existing Helvetas Grant Management Manual, PCM Toolbox, PEPA tools, GESI guidelines, and other relevant materials.
· Review government regulations related to CSOs, youth groups, and grant disbursement pathways.
Conduct consultations with:
· Helvetas PMU (Project Manager, Finance/Admin team)
· LCCC and Takienglao (Lead Partner)
· AESWG Secretariat
· Selected CSOs / stakeholders
Develop Grant Management Guideline
The GMG should include, at minimum:
· Eligibility & Selection Criteria
· Organizational eligibility (CSOs, AESWG members)
· Proposal for eligibility
· GESI and climate‑sensitivity criteria
· Grant Cycle SOPs
· Step-by-step procedures (announcement → selection → contracting → implementation → monitoring → closure).
· Clear color‑coded flowcharts (optional).
· Standard timeline per cycle.
Qualifications
Education
· Bachelor’s degree in public administration, Development Studies, Governance, Environment, Law, or related fields.
· Master’s degree preferred.
Experience
· Minimum 5-7 years of experience in grant management, governance, or CSO capacity strengthening.
· Previous experience developing guidelines/manuals for donor‑funded projects.
· Strong understanding of Lao government procedures and civic‑space regulations.
· Experience working with CSOs, youth groups, or multi‑stakeholder platforms.
· Familiarity with Sida, HELVETAS or similar donor requirements is an advantage.
· Skills
· Excellent analytical and writing skills in English and Lao.
· Strong facilitation and consultation skills.
· Knowledge of GESI, climate resilience, and conflict sensitivity (PEPA).
· Ability to produce clear templates, tools, and flowcharts.
