National Consultant for Baseline Survey ENABLE Project- Sangthong and Pakngum Districts, Vientiane Capital for Short‑term Consultancy (Individual National only).

Assignment
The purpose of this consultancy is to design and conduct a baseline survey, collect and analyze data, and establish baseline values for key project indicators. The baseline will inform planning, targets, and monitoring throughout the ENABLE project period.

ENABLE (Enabling Network and Advocacy for Better Local Environment)

Vientiane Capital, Laos

Duration of contract
25 working days (from March to April 2026)

Objectives

• Establish baseline values for ENABLE outcome and output indicators.
• Assess the current situation of community-level environmental governance, climate vulnerability, youth engagement, and livelihood practices.
• Examine capacities of CSOs, youth groups, village authorities, and district offices.
• Provide practical recommendations for project planning, target revision, and implementation adjustments.

Qualifications

• University degree in Social Science, Environment, Development Studies, Agriculture, or related fields.
• Minimum 5 years’ experience in baseline surveys, MEAL, or research.
• Proven capacity in quantitative and qualitative data collection.
• Familiarity with district governance systems and rural communities in Laos.
• Strong analytical and report‑writing skills.
• Fluency in Lao; English ability is an advantage.
