Description

POSITION SUMMARY

Project Officer will facilitate and coordinate with Country Program Representative to ensure the implementation of the project activities are delivered with quality and competence.

ESSENTIAL FUNCTIONS

DUTIES

  • To manage and ensure impactful implement of project activities in target villages using participative and transformational development approache.
  • To supervise, coach and mentor project field staff to ensure quality implementation and management of the project.
  • Ensure that various necessary reports and community participants stories on project activities are gathered, prepared and submitted on a timely manner.
  • To conduct capacity-building to VDC and village volunteer groups that help them understand their role/responsibility and encourage their activities.
  • To undertake Monitoring and Evaluation of project activities to demonstrate the achievement of project indicators.
  • Participate in government planning and meetings as directed by the Country Program Representative.
  • Other tasks that may assign and seek assistance from supervisor.

ESSENTIAL QUALIFICATIONS

EDUCATION

University/Bachelor’s degree in administration, Community Development, Management, Hospitality or relevant sectors. Relevant work experience may be substituted for education on a year-for-year basis.

EXPERIENCE

  • Understands, accepts, and can comfortably explain WCL’s vision, mission, values
  • Minimum three (3) to five (5) years of experience with International organization and/ or Non-government Organization.
  • Strong skills in listening, facilitating, reflecting, openness, flexibility, team work and learning
  • Basic qualification in the project’s technical sector – Let’s include the main technical sectors we need
  • Understands, has experience and can facilitate participatory community development processes
  • High level of commitment and value for working with poor people in remote & rural communities
  • Conversant in English fluency in Lao
  • Self-starter with ability to work independently and prioritize work
  • Strong organizational and effective multi-tasking skills
  • Demonstrates spirit of service and cooperation in interaction with co-workers, supervisors and organizational partners, especially Government Counterparts assigned to the project
  • Demonstrates high level of reliability, trustworthiness and transparency
  • Excellent attention to details and reporting preparation.

SOFTWARE / EQUIPMENT KNOWLEDGE

  • Knowledge of Microsoft Office Word & Excel
  • Knowledge of email and internet-based communications, monitoring, and quality monitoring & controls.

OTHER CONSIDERATIONS

  • Excellent interpersonal skills.
  • Excellent communication skills and good command of spoken and written English.
  • Ability to work independently and within a team environment.
  • Excellent time management and organizational skills.
  • Be willing to travel extensively to the project area and across Laos PDR and possibly to other countries in the region.

WORKING CONDITIONS

  • Requires frequent travel to different project areas and across Laos PDR.
  • Urban living conditions (Pakse area) with exposure at times to challenging rural living conditions.
