CARE International is a global INGO working to end poverty and achieve social justice. We rebuild and improve the lives of the most vulnerable groups, especially women and girls who are often the most marginalised individuals in their communities and face unequal access to social and economic rights. CARE International in Lao PDR began its operations in 1992 and has worked since then to improve the lives of vulnerable groups in both rural and urban areas, particularly the ethnic minority communities. CARE works in partnership with community members, the government, local civil society organisations, and the private sector. CARE currently implements projects in 06 provinces: Vientiane Capital, Phongsaly, Luang Namtha, Sekong, Salavan and Luang Prabang Province.

CARE’s “Marginalized Women and Girls” program empowers women and girls to exercise their rights, to lead and make decisions, and benefit from socio-economic justice through thematic focus on women’s health, women’s economic empowerment and women’s resilience and climate change. CARE has extensive experience and expertise in both areas and will continue to pursue evidence-based practices to deliver long-lasting solutions effectively and sustainably.

Job Summary / About the Role

The Project Officer will lead the activity implementation accountability, government relationships and project quality in close coordination with the MekongElevate project team in Luang Prabang and Phongsaly Province.  The Project Officer will ensure the overall implementation of the project workplan, budget management, monitoring and reporting of the project activities on the ground.  The Project Officer will collaborate and work closely with relevant project partners particularly government and local Civil Society Organisations.

Reporting Relationships: The PO will be reporting to the Project Manager based in Luang Prabang Province and collaborating with relevant project team in Phongsaly and relevant field offices.  This position will also need to collaborate with different relevant program team members within CARE Laos including technical advisors, communication, finance, etc. In addition, the PO may have to liaison with other project teams from CARE Vietnam, CARE Cambodia and CARE Australia when needed -.  The position might involve managing community facilitators or community volunteers.

EXPERIENCE AND QUALIFICATIONS:

  • Minimum university degree relevant to agriculture, rural development (or equivalent professional experience), and understanding of the complexities of development programming in the Lao context.
  • Minimum 5+ years of relevant experience in coordination, project management in development and/or humanitarian relief
  • Good organizational and time management skills
  • Demonstrated experience in coordination, project implementation and capacity building.
  • Demonstrated ability to build strong relations with local and national government and other partners (e.g. civil society).
  • Ability to work effectively in a team environment and identify/resolve project related issues
  • Willingness and ability to live and work in remote areas, with frequent travel to field sites.
  • Good communication skills in written and spoken English and Lao. Knowledge of a local ethnic language is an advantage.
