Department purpose: The Oxfam in Asia regional platform contributes to and implements Oxfam’s Global Objectives and Strategy and leads the implementation of Oxfam in Asia’s Strategic Framework, by providing vision and strategic direction to all of Oxfam’s work in Asia. This includes Oxfam’s humanitarian responses and the localization of humanitarian leadership, long-term development programming, and influencing work. Responsible and accountable for the strategic direction and effective management of the programming in Asia, effective management of financial and human resources in line with Oxfam policy, and providing high-level support and representation for advocacy, fundraising, and any other representational purposes in support of Oxfam’s work and interests while ensuring gender justice and feminist principles are adopted.

 Team purpose: The Mekong Regional Water Governance Program (MRWGP) focuses on inclusive and equitable water governance, addressing climate change, water security, and social accountability. MRWGP oversees regional projects funded by DFAT and SDC, ensuring sustainable water governance across Cambodia, Thailand, Lao PDR, Vietnam and Myanmar.  The Mekong Inclusive Water Governance and Climate Resilience Program 3 (IP3) (2025-2029) integrates water governance and climate resilience for regional policy impact. The program aims for – More sustainable and resilient livelihoods of riparian communities in the Mekong Sub-region and prioritises three interconnected pillars. Pillar 1: Gender Equality, Disability and Social Inclusion (GEDSI) and Feminist Influencing; Pillar 2: Inclusive Water Resource Governance; Pillar 3. Climate Resilient Communities.

 Job purpose: The Monitoring, Evaluation and Learning officer will contribute to IP3 MEL through leadership in data management, supporting implementing partners in data collection both quantitative and qualitative and ensure quality reporting, and strategic documentation. The role will be in the Program Quality and Partnership team.

MEL Officer will advise Oxfam country offices and partners in the Mekong region to track and document progress and demonstrate evidence of change toward program impacts. The Monitoring and Evaluation Officer will collaborate with the IP3 team in the implementation of an effective Monitoring, Evaluation, Accountability and Learning (MEAL) framework and system, aligned to the IP3 Theory of Change and Theory of Action.

Technical Expertise Support: The role serves as the technical specialist on MEAL data management and technical support to the Oxfam country team, implementing partners in data collection and quality reporting. MEL officer will provide targeted capacity development to Oxfam teams and partners across multiple countries on data management, data collection, and quality reporting, including specific MEAL tools and knowledge that facilitates high-quality documentation of evidence, program progress, and impact.
Key Responsibilities:
 

Data management

  • Lead on the operationalization of IP3 MEAL data management to ensure all data required by the IP3 MEAL framework is collected in a quality manner.
  • Maintain and update project databases, story bank, dashboards, and digital data systems.
  • Ensure secure storage, backup, and confidentiality of data in compliance with Oxfam policies.
  • Ensure the IP3 MEAL Framework embeds GEDSI and Feminist indicators in its regular monitoring activities and milestones.

Data analysis and reporting support

  • Ensure the preparation and quality assurance of all relevant data for IP3 donor reports. Support the preparation of donors, government, and organizational reports by providing accurate data with correct disaggregation.
  • Maintain Gender Equality and Disability Inclusive data disaggregation to meet all Oxfam and donor standards.
  • Support the Program Management Unit (PMU) and implementing countries in collecting strategic documentation to measure progress, strengthen the process and analysis of data to develop program learning materials, including case studies, stories of change, contextual analysis, and policy briefs.

Capacity building support

  • Support the Program Quality and Partnership team to build the MEAL capacity of country project staff and implementing partner data collection tools, digital platforms, and reporting requirements, data quality and quality reporting by ensuring proper use of tools by project staff and partners.
  • Provide ongoing technical assistance to ensure adherence to MEAL data standards.
  • Conduct routine monitoring visits with project teams in the region to provide MEAL support as needed.

Coordination

  • Coordinate the learning activities and processes within the program, supporting national events and coordinating regional and project-wide events.
  • Support the coordination and process of evaluations and other assessments including mid-term and final evaluations of IP3.

Job Requirements
Essential

  • University degree in International Development, Community Development, Program Management or Monitoring and Evaluation or a relevant degree with comparable level of professional experience
  • At least 5 years’ experience in a similar role
  • An analytical understanding of GEDSI and Feminism in water governance and climate resilience, and disability inclusion and how to integrate this into MEAL practice
  • Experience in developing and maintaining an internal program data management system
  • Knowledge of the Mekong countries’ context, actors and stakeholders
  • Strong data analysis skill, with demonstrated ability to building linkages between data to development results
  • Excellent attention to detail, organizational skills, and ability to meet deadlines.
  • Strong communication skills and ability to work with diverse teams and partners.

Desirable

  • Spoken and written fluency in at least one Mekong language
  • Familiar with Oxfam-supported programs on water resource management and climate resilience in Asia.
  • Experience in data management system design, system development and user support.
