HELVETAS Laos is a development organization operating in Laos since 2001 and aims to support the Government
of Laos to achieve its socio-economic development goal by supporting the rural communities to overcome poverty
in a manner that is socially just, environmentally sustainable, and economically viable.
HELVETAS Laos is looking for a qualified Monitoring and Evaluation (M&E) consultant to support the Lao Upland
Rural Advisory Services Project (LURAS Project during its final year of implementation. This consultancy will provide
hands-on and collaborative support to strengthen LURAS’s results measurement processes, data collection systems,
and evidence-based learning.

Location Can work remotely, with a preference for availability in a Southeast Asian time zone.

Scope of
work
The purpose of this consultancy is to provide external M&E support to the LURAS project to
enhance the quality, consistency, and usability of data and evidence gathered during its final
implementation year. The consultant will support the project team to establish or refine data
collection processes, conduct data analysis, and develop clear and evidence-based conclusions
that inform reporting and decision-making.
• Conduct a Collaborative Review of M&E Systems
• Co-Development of Data Collection Tools (using Kobo Toolbox)
• Support Data Management, Analysis, and Visualisation (via Power BI)
• Strengthen Staff Capacity through Embedded Learning
• Contribute to the Documentation and Communication of Results

Essential
Qualification
and skills
• Proven experience in designing and implementing M&E systems in development
projects, preferably in agriculture or rural development.
• Proficiency in Kobo Toolbox for mobile data collection, including form design and
deployment.
• Strong working knowledge of Power BI for data analysis and visualization.
• Experience supporting participatory M&E processes and working collaboratively with
intercultural project teams.
• Strong analytical skills with the ability to synthesize qualitative and quantitative data into
clear findings and recommendations.
• Strong facilitation, coaching, and capacity-building skills.
• Fluent writing and editing skills in both English and Lao; writing samples in both
languages may be requested.
• Excellent communication and facilitation skills, with the ability to collaborate remotely
with multicultural and multidisciplinary teams.
Strong time management skills and ability to deliver high-quality outputs within agreed
deadlines.
