World Vision International Lao PDR is looking for The Senior MEAL Coordinator is required to provide leadership and guidance to the WASH team for design, monitoring, evaluation, accountability and Learning (DMEAL) functions in Water, Sanitation and Hygiene (WASH) programmes.

This role will ensure programme quality, consistency and relevance through the provision of technical support to the WASH team with a strong focus on strengthening the quality of programming and ensuring that all interventions are in line with the programme designs, donor requirements, WVI policies, guidelines and humanitarian industry global standards. Perform other duties as required, assigned by the line manager.

This position also leads mWater platform (Outputs Monitoring System – OMS) monitoring on WASH through target mapping including water infrastructure, school sanitation and healthcare facility (sources, reservoir or main tank, water points, pipeline, and community administrative boundary); and WASH data collection and maintain update regularly (weekly, monthly, quarterly and annually).

Major Responsibilities:

Quality Assurance

  • Develop appropriate M&E framework and necessary tools, conduct data audits etc. to ensure the quality of data.
  • Establish and regularly maintain effective WASH data (number of beneficiaries, number of WASH infrastructure completed) for project reporting and communication systems including program accountability to track the feedback from the community and key partners.
  • Facilitate reflections, documentation and dissemination of WASH promising practices from the context for learning and future programming.
  • Ensure timely completion of baseline, end-line and regular monitoring programmes interventions and produce accurate and timely data and reports.
  • Lead and monitor all WASH infrastructures (targets) to be mapped through mWater output monitoring system (OMS) and ensure all data inputs are correct and kept up to date.

Evidence Based Programmes

  • Build and strengthen evidence-based WASH programming by establishing a proper M&E system, consolidating data, ensuring the use of evidence-based tools.
  • Consolidation and analysis of all available data led resulting in the generation of evidence of change in WASH interventions for learning and decision making, maintaining a consistent database.
  • Ensure the completion of sharing updated data, progress reports, reviews, reflections etc. as required.
  • Ensure the development/ maintenance of data repository for the WASH programme interventions for better knowledge management, learning and decision making.
  • Ensure all WASH related data collection through mWater platform.

 

Programme Development

  • Provide technical guidance for the development of the WASH programme designs, annual business plans and priorities as per the FO strategic priorities, WVI policies and standards.
  • Develop, adopt appropriate monitoring mechanisms to support WASH program implementation and continuous monitoring.
  • Support resource development team in development of concept notes, proposals and project designs.
  • Lead and provide monitoring skills and support to programme coordinators, project officers and community development facilitators to assure the proper use of mWater platform.

Integration and Collaboration

  • Collaborate with relevant technical specialists to ensure the meaningful integration of other sectors in WASH interventions and implementation.
  • Manage proactive and responsive relationships with various teams, partners, Government stakeholders for collaboration and effective partnership for WASH programming.

 

 

Required Education, Professional Experience

  • Bachelor’s degree or equivalent.
  • Technical know-how and demonstrate knowledge on MEAL.
  • At least 2–3-year experience with MEAL and WASH and/or relation sectors.
  • Experience in monitoring and evaluation of development work, including programming logic, indicators, log frames, theory of change, and community empowerment.
  • Effective communication, facilitation, writing, presentation skills.
  • Experience in working with multi-disciplinary teams.
  • Capacity-building and technical support for implementation teams.
  • Computer literacy – MS Office, database and data analysis, software (Epi Info, SPSS, KOBO/Survey CTO, Power BI)
  • Fluent in English and fluency of Laos would be preferred.
  • Understanding of approaches in poverty alleviation, community development, WASH.
  • Project Management knowledge and skills.

 

Travel and/or Work Environment

As required by the project implementation.

In good physical condition to travel to districts and reach remote villages.

Decision Making

Decisions to be made according to the Level of Authority (LOA) in consultation with the immediate supervisor.
