CARE INTERNATIONAL IN LAO PDR

CARE International is a global NGO working to end poverty and achieve social-justice. We rebuild and improve the lives of the most vulnerable groups, especially women and girls who are often the most marginalized individuals in their communities and face unequal access to social and economic rights. In 2024, CARE worked in more than 100 countries around the world, supporting 200 million people from vulnerable communities to fight poverty and social injustice. To date, CARE supported over 52 million participants to promote lasting change in their lives, in line with the Sustainable Development Goals.

CARE International in Lao PDR began its operations in 1992 and has worked since then to improve the lives of vulnerable groups in both rural and urban areas, particularly the ethnic minority communities. CARE works in partnership with community members, the government, local civil society organisations, and the private sector. CARE currently implements projects in seven provinces: Vientiane Capital, Phongsaly, Luang Namtha, Luang Prabang, Salavan, Champasack and Sekong.

CARE’s “Marginalized Women and Girls” program empowers women and girls to exercise their rights, to lead and make decisions, and benefit from socio-economic justice through themathic focus on women’s health, women’s economic empowerment and women’s resilience and climate change. CARE has extensive experience and expertise in both of these areas and will continue to pursue evidence-based practices to deliver long-lasting solutions effectively and sustainably.

Job Summary / About the Role

The Senior Project Officer will manage and lead activity implementing alongside with the project partners following the project proposal and partnership agreement identified in the proposal of “Sangthong Green District Model in Lao People Democratic Republic” project.

In addition, this position will work in partnership with the DHO, LWU, DAFO, DONRE and in close coordination with other CARE development projects in other Provinces, Lao PDR.

This position will support the coordination and implementation of the project by providing technical advice and implementing key aspects of CARE’s work on promoting and supporting women agents of change by strengthening their capacity to acts, adapt and conserve actions on their own initiative and in their favor, but also by enabling women-led civil society to structure itself and influence legislative processes at various levels.

The program’s ambition is to take a transformative approach to women and girls’ norms, making awareness-raising among different players, and men particularly, a key focus of action.

This position is based in Vientiane Capital with extensive travel to project target villages in Sangthong District.

EXPERIENCE AND QUALIFICATIONS:

  • Minimum Bachelor Degree in international development, agriculture, natural resource and environment, rural development, climate change or related field or equivalent;
  • Minimum 5 years relevant work experience in women and girls’s engagement, economic empowerment, preferably with an International Non-Government Organisation (INGO) and/or community language abilities;
  • Proven experience in women and girls’ sensitive DRR/M and CCA approaches tools;
  • Knowledge on household food security.
  • Demonstrated experience in following standard policies, procedures and processes and ensure the implementation of basic standard transactions including the management and acquittal of a cash advance;
  • A willingness to learn about CARE, women and girls’ equality and women’s empowerment activities;
