TERMS OF REFERENCE

PURE – SUPPLY CHAIN ANALYSIS CONSULTING SERVICE

GRET is an international solidarity organisation that aims to reconcile satisfaction of basic needs, social rights and environmental imperatives. Since 1976, its teams have been implementing locally appropriate solutions and partnerships to improve populations’ living conditions while preserving our planet.
For the implementation of a feasibility study for Productive Use of Renewable Energy Project (PURE) in Luang Prabang, GRET is seeking one Lao national consultant to conduct an in-depth supply-chain analysis of the PUE sector in Laos.

Current PURE project

GRET is fine tuning PURE scale-up strategy, exploring the opportunity of extending this approach to the sub-region to address preliminary demands raised by rural entrepreneurs particularly in Laos (Luang Prabang region) and Cambodia (Siem Reap area) alongside other GRET projects (DEAR WATER, ASSET) targeting rural businesses.
GRET’s Energy Team intends to carry out the PURE scale-up strategy with further studies in technical and financial in Cambodia and Laos. The study is split into five parts:
1: Regulatory, Policies and Programs Review
2: Renewable Energy Project Assessment–End users
3: Supply Chain Analysis
4: Assessment of Finance Institutions’ challenges and appetence in financing Productive uses of Energy projects
5: Results and advocacy strategy.

Key activities
• Analyze the economic and business context for Renewable Energy and PUE.
• Identify key supply-chain actors and challenges
• Assess supply-chain efficiency and value-adding opportunities.
• Develop recommendations to support business opportunities for suppliers and installers

Scope of work
1. Understanding of economic context
1.1 Literature review including comparable projects, programs, and commercial initiatives
1.2 key stakeholder interviews to develop an overview of economic and regulatory environment
2. Mapping of local actors and supply-chain challenges identification
2.1 Identify key local actors in the green economy at the downstream of the supply chain
2.2 Analyze their roles and influence in the implementation and sustainability of RE projects
2.3 Assess economic feasibility factors such as: Availability and quality of raw materials, Cost of transportation and
logistics, Taxes on RE products and exemptions, Accessibility of end-users to RE technologies.
3. Recommendations for Business opportunities in PURE market
3.1 Propose and quantify financial and operational support measures for suppliers/installers.
3.2 Quantify and forecast market evolution for supply-chain actors

Deliverable and timeline

T0+2 wks – A0 – Inception report and workplan
T0+3 wks – A1 – Economic and business landscapes of Laos overview
T0+6 wks – A2 – Green economy actors mapping, challenges and matrix of RE and PURE actors along the value chain
T0+8 wks – A3 – Recommendations incentive measures and actions to improve rural suppliers’ and installers’ access to the PURE market and Interim Report
T0+9 wks – Final Report

Qualifications and experience
• Advanced degree in economics, business, energy policy, or a related field.
• Expertise in supply-chain analysis, renewable energy, and rural electrification.
• Proven experience in market research, financial modeling, and policy analysis.
• Familiarity with the economic and regulatory context of Laos.
• Strong analytical, report-writing, and stakeholder engagement skills

Language and Reporting
• All reports must be written in english
• The consultant will work closely with PURE team and will report to national coordinator, based in Vientiane
