The role
We are currently looking for Project Manager based in Vientiane Capital
Role Purpose
The Program Manager holds overall accountability for planning and executing activities related to the project “Women Overcoming the World’s Climate Crisis with STEM (WOW CCs)” in Vientiane, LAO PDR. This role encompasses all aspects of managing the project activities, including strategic planning, day-to-day management, financial oversight, planning, and reporting. He/she will be managing staff, overseeing all coordination with partners and project stakeholders, and overseeing partners’ implementation as well as the CSO network to make sure that all coordination among the CSO network is strongly cooperative. This position will also work closely with core CSOs like GDA. This position is also responsible for ensuring full compliance with donor requirements and is followed by the project team and partners.
This position is responsible for ensuring regular coordination with Save the Children US and proposal partners in Thailand.
The Project Manager will oversee M&E to ensure the high quality of project activities implementation. The Project Manager will be responsible for all coordination.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
KEY AREA OF ACCOUNTABILITY

Conduct themselves and ensure their team conduct themselves in accordance with the rules of the Child Safeguarding Policy, in their personal and professional lives – which includes reporting suspicions of child abuse.
That child safeguarding is integrated and given a “voice” in all management processes including recruitment, induction, performance management, team meetings, annual planning processes, field level monitoring, etc.
Key responsibilities:

Child Safeguarding:
- Ensure he/she fully understands the provisions of the Child Safeguarding Policy, the Code of Conduct and Local/Country Procedures.
- Conduct in accordance with the rules of the Child Safeguarding Policy, in their personal and professional lives – which includes reporting suspicions of child abuse.
Project & Planning:
- Familiar with the project documentation (which should include but not limited to):
- The donor contracts.
- Required donor procedure manuals.
- Fund Agreement and subgrants to NPAs. and MoU with the GoL line Ministries (if any)
- The approved project documents.
- Budgets
- Logical Framework, M&E plans
- Responsible for maintaining the project files; both hard and soft (electronic) versions, ensuring all relevant project documentation is kept on file and regularly updated
Planning:
- Develop monthly or quarterly activity plans and budgets together with the project coordinator, Senior Program Officer, MEAL officer, NPAs partners including sub granted organizations and government partners.
- Strategic planning for whole project implementation and ensure that planned activities will deliver measurable outcomes and assures quality of implementation in consultation with the Head of Sector.
- Revises and provides feedback to monthly or quarterly plans (narrative and budget) prepared by the project coordinator and partners.
- Submit monthly or quarterly plans (narrative and budget) to Head of Sector.
Implementation and monitoring:
- Implement activities as per work plan in a timely manner together with POs and in collaboration with partners.
- Provide technical assistance and support to project and partners staff as required.
- In consultation, Head of Sector and Senior MEAL to establish and implement project monitoring and evaluation measures to provide regular information on progress towards objectives and assess the impact of the projects.
- Ensure that any necessary changes to the project design, objectives, outputs, associated indicators, or budget are identified and brought to the attention of the line manager in a timely manner.
- Identify obstacles and challenges to projects implementation.
- Provide assistance and direction to projects officers/staff to address the challenges.
- Actively participates in trainings and planning meetings with PDQ team members and contributes to design new projects.
Reporting:
- Working with fiancé and project staff, and coordinating with partners to ensure the regular quarterly progress report is submitted timely manner, both narrative and financial
- Ensure providing support to NPA partners on reporting when support is needed and make sure that reports from NPA partners are consolidated and submitted to SPQI and the Operation Director on time.
- Staff appraisal reports are done for all staff members under his/her direct supervision on a semi-annual basis and sent to the SCI/HR Manager.
Finance:
- Oversight to ensure the project’s budget is managed efficiently
- Ensure that project expenditure is coded correctly and consistently and is in accordance with approved project budgets.
- Ensure that the monthly cash request is submitted on time to the Finance team.
- Monitor expenditure every month against the approved project budgets.
- Review expenditure projections to ensure that expenditure stays within budget and provide a clear justification for any variance that exceeds 10% of the approved budget.
- Ensure that monthly project expenditure reports or BvA are submitted by the end of each month for the month’s expenditures and provide receipts linked to these reports.
- Regularly discuss with finance concerning financial reporting issues, errors, trends, payment delays and related matters.
Policy and management:
- Ensure that SCI HR policies are followed by line managed project staff and are correctly reported (e.g. sick leave, working hours, etc.)
- Ensure that security and safety as well child safeguarding policies/regulations are correctly followed by line managed projects sta
- Ensure that projects staff members are aware of and fully comply with all SCI policies and procedures.
- Review and suggest changes to procedures and forms where gaps are identifi
- Comply with GoL procedures and policies compliant to the SCI Laos Mission and Vision as well as with donor contractual obligations and the need to ensure project quality.
- Ensure that line managed project staff clearly understands their roles and responsibilities. Based on their job description and provide constructive feedback to staff in line with SCI Policies.
- Ensure comprehensive and constructive performance reviews are completed on a timely basis and facilitate discussion of performance and training requirements of staff members
- Undertake all areas of responsibility in a professional manner and in a way that enhances the reputation of the projects and the reputation of SCI in Lao PDR.
Relationships:
- Establish and maintain positive working relationships with team members, partners, and other institutions involved in the project, which include regular contact with SCI team members, CSO partners, and sometimes with government partners.
- Develop, maintain, and strengthen relations with other agencies working in the same geographic or technical areas.
AOB:
- Perform other tasks and duties that directly relate to his/her function as assigned by the Head of Sector
- Travel to projects’ target areas (based on the NPAs’ partner sites.
Qualifications
- Minimum bachelor’s degree in social science or Environmental protection or similar;
- Master’s degree in a relevant field (gender studies, community development, environmental protection, social sciences) is an advantage
Experience and Skills
- Minimum 5 years’ experience of Project Manager position with NGOs.
- Excellent written and spoken English.
- Strong skill in writing project narrative reports.
- Strong leadership and coordination skills, including proven experience in coordination and managing relationships with NPAs and Government partners.
- Having critical and strategic thinking on programing.
- Ability to work effectively with a variety type of people and strong teamwork.
- Having experience in managing staff.
- Very good IT skills in major applications like MS Office, Internet, etc.
- Proven experience in relationship with NPAs and Government partners.
Desirable
- Experience in a local or international organization, or relevant development business is an advantage.
- Experience working on climate change or environmental protection.
- Experience on green agriculture production and livelihood or income generation activities.
- Having experience working with NPAs, CSOs is a strong advantage
- Having experience in working with communities is an advantage
