The role
We are currently looking for District Officer, based in Toumlan District, Saravan province
Role Purpose
Save the Children (SC) is seeking District officer for Strengthening Climate Resilience of the Lao People’s Democratic Republic (PDR) Health System Project funded by Green Climate Fund, which will support the Government of Lao PDR over five years to advance progress on its national climate change and health priorities and commitments by increasing the climate resilience of the health system and strengthening community capacity to manage the current and anticipated health impacts of climate change. The project will strengthen leadership and governance within the health system, so it is climate resilient and strengthen health system capacity in 25 climate-vulnerable rural districts to better manage climate-related disease burdens, including by engaging 100 health facilities in those districts to better prepare for the health impacts of climate change. Through risk communication and community engagement approaches, the project will enable 250 communities to better respond to early warnings, manage and mitigate climate-related risks to health, and seek care appropriately.
The District Office is responsible for project implementation, finance administration, and logistics within its designated area. The District Officer will report to the Provincial Coordinator – South – Saravan.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREAS OF ACCOUNTABILITY:
Ensure they fully understand the provisions of the Child Safeguarding Policy, the Code of Conduct and Local/Country Procedures.
Conduct themselves in accordance with the rules of the Child Safeguarding Policy, in their personal and professional lives – which includes reporting suspicions of child abuse.
• Leads the implementation of project activities within their designated target area
• Conduct regular meetings with government partners in district level to discuss project progress and collaboration
• Deliver community-based activities and targeted health facility interventions
• Responsible for the secure holding of cash and the accurate clearance of cash advances in accordance with established financial procedures for the designated district
• Maintain accurate vehicle logbooks and timely updates to project asset inventory per project and office requirements.

Planning and reporting:
• Assist Provincial coordinator to conduct MoU, quarterly, and annual reports
• Submit timely and accurate monthly district reports to the Provincial coordinator
• Facilitate monthly district staff meetings, driving progress reviews, collaborative problem-solving, knowledge sharing, and team motivation.
• Assist the Provincial Coordinator in maintenance of comprehensive work plans, encompassing phased budgets and Detailed Implementation Plans (DIPs), pertaining to the designated target district.

Program Implementation
• Lead project implementation, effectively delegating field tasks to ensure high-quality program delivery and achievement of project objectives within the target district
• Collaborate with government and partners to implement project activities within communities, engaging health workers and children, and ensuring all actions align with project values and compliance standards.
• Ensure timely and effective implementation of project activities , maintaining budget control, transparency, and compliance with donor regulations
• Assist the monitoring and implementation of climate-resilient health facility
• Drive community engagement by establishing village-level committees or partnering with existing groups and volunteers at key stages of the integrated climate change resilience health promotion process
• Ensure gender equality and the inclusion of all groups are promoted within all village-level committees
• Ensure active involvement of all relevant stakeholders, including men, women and children, in all community-level project processes through participatory approaches, empowering them to drive climate change resilience and health improvements;
• Facilitate community-level dialogue and action on climate and health, working in partnership with government partners and SCI technical specialists to strengthen community capacity and participation
• Assist health specialist to facilitate activities that build capacity in target health facilities, promoting climate resilience and enhanced readiness.

Finance, logistic and Administration:
• Work with the Provincial Coordinator to develop accurate monthly fund requests and timely submission to the SCI Office
• Ensure all relevant project documents are filed and shared with the project team as required
• Maintain financial integrity by ensuring transparency and accountability in all disbursements
• Assist Supply Chain staffs to update and maintain project asset list and procurement plan.
• Assist the organization of trainings and meetings within the assigned district
• Assist logistics staff in ensuring the proper maintenance and functionality of the project’s vehicles, equipment, and other assets
• Assist the provincial finance officer to collect the financial reports from the DHO.

Monitoring, Evaluation, Accountability and Learning:
• Assist in the execution of baseline, midterm, and endline evaluations, and other assessments as needed
• Assist the organization annual review workshops with provincial and district stakeholders to reflect on achievements, challenges, and key improvements

Coordination / Representation
• Ensure smooth project implementation by building and maintaining effective working relationships with SCI Laos staff, partners, and field offices
• Represent SCI at DHO annual meetings, and other relevant forums
• Assist to coordinate field visits for donors and other SCI staffs as required

Dual mandate:
• During an emergency, contribute to rapid assessment and response in district area

QUALIFICATIONS AND EXPERIENCE:
Academic Qualifications:
• Minimum high diploma degree in , public health, nursing, community development and environment and science or related field.

EXPERIENCE AND SKILLS
• Minimum of 3 years’ experience of project staffs with INGOs/CSOs in Laos.
• Minimum 3 years of proven experience in community development, specifically in health, WASH, and climate resilience projects
• Ability to implementing activities at community and district level with remote .
• Ability to represent the Project, promote and advocate for children’s rights and maintain good relations at district and community level.
• Commitment to and understanding of the Project’s aims values and principles.
• Ability to work and stay in community.
• Good computer skills in Office applications
• Communication skills in basic English and good in Lao
