Job title: Finance Assistant

Project: PIASVC

Location: Vientiane Capital

Duration: 1 year renewable

Expected date of commencement: May 2025

Overall targets (numbered A, B, C, D)

  1. All subgrantees supportive documents are thoroughly checked and verified.
  2. Improved financial management and financial reporting by subgrantees.
  3. Filing system is well maintained with all documents adequately filed and stored in hard and soft copies.
  4. Payments are made in a timely manner, and petty cash is well maintained.
  5. Adherence to Helvetas values and principles and their application in daily operations.

Main tasks

Derived from the overall targets under pt. 3

Goal A

  • Support conducting first level thorough reviews of subgrantees financial supporting

documents, quarterly financial reports and cash/bank reconciliations in accordance with sub-

grant agreements and workplans as well as Helvetas and donor’s and government

regulations/Policies.

  • Assist in making sure that all payments in the subgrants are made against sufficient,

complete, correct, and relevant supporting documents duly verified and approved by

concerned budget holders.

  • Help preparing payment vouchers of the subgrantees expenses using relevant templates for

data entries in accounting system.

Goal B.

  • Support liaising with PIASVC subgrantees and support providing necessary support to

ensure completeness, correctness and accuracy of financial reports. · Assist the team with performance of spot checks and preparation of site visit reports. · Assist with weekly, monthly and year end donors and internal controls reports and procedures, including audit. · Regularly update knowledge and understanding of new policies and regulations of Helvetas, the government and subgrantees.

Goal C

  • Assist the finance officer and finance manager in scanning of documents and financial

documentation.

  • Maintain proper labelling and filing system for all financial documents (payment vouchers,

receipt vouchers, subgrants documents, reports, etc.) and make sure hard copies and

electronic files are stored in a clear and easily accessible manner.

Goal D

  • Assist in making payments through bank and petty cash accounts and help ensuring the

accuracy of budget lines and account numbers.

  • Ensure safe security of cash and prepare weekly and monthly cash counts for approval.
  • Maintain petty cash fund and prepares cash payment vouchers and report with all supporting

documents.

  • Reconcile cash accounts with financial documents and update the cash book regularly.

Mandatory · Bachelor’s degree in finance, Accounting or Business Administration or other relevant degrees

  • Postgraduate education in finance or accounting

Mandatory · Understanding and experience of finance and accounting systems and policies · Familiarity with Auditing practices · Strong computer skills, particularly Excel
