Introduction
MCNV’s mission is to enhance the equitable and sustainable access of marginalized people to resources and services that improve their health and inclusion in developing countries in South East Asia. MCNV implements programs in which health and wellbeing are addressed in combination with development issues such as clean water and sanitation, livelihood, access to credit and maintaining or improving the environment. Parallel to program implementation, MCNV documents and disseminates knowledge about approaches that can be adapted and adopted by individuals, groups and institutions that lie beyond the boundaries of the programs. Promoting the use of participatory approaches is a prominent theme in all the programs funded by MCNV.

MCNV Laos has multiple programs in Sepone District that require a lead financial officer who will also support various administrative activities to ensure high quality Administrative and Finance/Accounting work outputs for all programming of MCNV Sepone Office.

Key Accountabilities
Administrative work/office management:
• Responsible for administrative work of Sepone District Office: filing system, phone, email correspondence, photocopying; assist in staff recruitment, review/develop administration-related documents, develop and update contact list, provide administrative and logistic support to the programs in Sepone and Phin District
• Responsible for purchase and maintenance of office equipment, furniture, and other assets, following MCNV regulations and upon the approval of Project Manager and above
• Arrange appointment and venue for training/meeting/workshops as needed
• Provide translation and interpretation services for MCNV expatriates and advisors/consultants as needed
• Arrange for travelling (Visas, ticketing, taxi and hotel) as needed
• Be responsible for the general tidiness of the office, in co-operation with other staff members.
• Quarterly review MCNV procedure/policy and regulation of the purchase process with district health partners


Finance/Accounting:
• Responsible for bank transaction and bank account monitoring for all MCNV programming in Sepone and Phin District.
• Work closely with 2 district health partners to checking project activity budget plan, advance request and advance settlement
• Manage a petty cash and develop monthly report to Operations Manager
• Ensure that the budget codes are correct and data entered into the system correctly
• Cash management including paying advances and allowances to the program staff and partners
• Liaison with related departments for internal and external auditing
• Ensure securing of petty cash box
• Maintain bank relationships
• Assist the Operations Manager to prepare the annual budget and monitoring the budget
• Assist entering the data into Accounting Program

Other:
• Carry out any other reasonable related tasks as assigned by Program Manager and Operations Manager.

Person Specification
• Certificate or bachelor degree on Business Administration or Finance
• At least 3 years working experience, INGO experience preferred
• Good skills in Microsoft “Word” and “Excel”
• Good English, both speaking and writing
• Lao nationality (Living in Sepone District of Savannakhet is preferable)
