Swisscontact is an independent, non-profit foundation established in 1959 by exponents of the Swiss private sector. Our

development work focuses on private sector-led, sustainable economic development with improved quality of life for all in developing and emerging countries. We are represented in more than 40 countries with around 1400 employees. Swisscontact has been active in the Lao PDR since 2013 with projects in vocational education and training to improve people’s skills and provide them opportunities for a secure income and active participation in the labour market, as well as in the areas of sustainable tourism, waste management, and promoting sustainable consumption and production to create economic opportunities that address climate change and are environmentally sustainable.

The organization is looking for a National Technical Coordinator for the Waste to Value project based in Vientiane capital.

Overall Tasks

The National Technical Coordinator ensures high quality technical implementation of Swisscontact’s Waste to Value project in according to project documentation and as approved by the Senior Advisor Environment or Project Manager. The National Technical Coordinator directly reports to the Senior Advisor Environment and performs the

following specific tasks and responsibilities:

Project Coordination:

  • Leads Waste to Value activities together with the field teams;
  • Develop and foster contracts, cooperation and coordination with relevant public and private institutions, groups and individuals in the assigned province that contributes directly to objectives of the project;
  • Represents Swisscontact towards partner organizations, government institutions, and the private sector in the project provinces and supports the elaboration of partnership agreements with relevant public and private stakeholders under the supervision of the Senior Advisor Environment or the Project Manager;
  • Support partners to promote, schedule, and deliver the activities in a timely manner, and provide assistance to service providers to ensure high quality outputs;
  • Coach local private sector partners to be effective in identifying and coordinating industry trainers for securing the continuity of the piloted trainings.

Project Management:

  • Maintains established project structures, processes and instruments for planning, budgeting, implementation, monitoring and evaluation and provides timely information on all relevant project matters and attends and contributes to the weekly team meetings at main Swisscontact office;
  • The National Technical Coordinator is expected to lead the development/improvement of Implementation Plans (IP), including undertaking field investigation, facilitating training and coordination, partner identification and selection, and conceptualizing the implementation model;
  • Oversees the Monitoring and Results Measurement (MRM) guaranteeing timely data entry on project activities and contributes to Knowledge and Content Management (KCM) and Communications of the project
  • Supervise and remain close coordination with the Provincial Technical Coordinators in Vientiane and Vang Vieng, as well as the Senior Technical Officer in Luang Prabang, on issues and progress regularly by means of e- mails, OneNote, Teams, Whatsapp conversations;
  • Deliver and submits timely project reports and comply with all administrative and operational processes and standards as per Swisscontact Lao PDR country manual.

Government Liaison:

  • Coordinates and keeps close relationship with the project’s line ministry and other relevant ministries;
  • Responsible to coordinate with the technical project team, MRM officer, deputy project manager and project manager to draft and submit project progress reports to relevant ministries and as per requested format;
  • Lead the organisation and implementation of biannual project Implementation and Management Committee (IMC) meetings including the annual IMC Monitoring Visit.

Administrative and Financial Responsibilities:

  • Allocate, monitor and control financial and human resources for project activities under close supervision of Project Manager and Project Accountant;
  • Ensures that all project activities comply with organizational policies and regulations, meeting reporting deadlines, handling regulatory inquiries;
  • Comply with all administrative and operational processes and standards as per Swisscontact Lao PDR country manual;
  • Support the elaboration of operational and financial plans and reports to the donor;
  • Leads the contracting, monitoring, and closing of contractual obligations of

Qualification, Experience and Competencies

  • Master’s degree in environmental science, tourism/hospitality, economics, or any other related field;
  • Strong understanding of sustainability, waste management and environmental performance related to the tourism and hospitality sector in the Lao PDR (incl. related environmental policies and regulations);
  • Proven experience in working and coordinating with public and private stakeholders, especially from Tourism and Hospitality Industry, experience in working with the Ministry of Natural Resources and Environment is an advantage;
  • At least 4 years of experience in working with the international development projects with proven capability in leading the design and implementation of project activities in multi-stakeholder environments;
  • Fluency in written and spoken English and Lao language;
  • Ability to work independently, with high motivation for delivering programme activities to a high standard;
  • Must be a fast learner, proactive, good management, well planning and a team player;
  • Must have good communication, interpersonal skills, presentation, training and monitoring skills;
  • Excellent computer skills especially in Microsoft Word, Power Point, Excel with experience in working with SharePoint, MS Teams and research software being an advantage.
