We are currently looking for Project Officer, based in Vientiane Capital

Role Purpose                

Save the Children is seeking an Officer – Documentation and reporting for the recently approved Green Climate Fund (GCF) project, Strengthening Climate Resilience of the Lao People’s Democratic Republic (PDR) Health System funded by Green Climate Fund’s (GCF) worth USD $28.2m which will support the Government of Lao PDR over five years to advance progress on its national climate change and health priorities and commitments by increasing the climate resilience of the health system and strengthening community capacity to manage the current and anticipated health impacts of climate change. The project will strengthen leadership and governance within the health system, so it is climate resilient and strengthen health system capacity in 25 climate-vulnerable rural districts to better manage climate-related disease burdens, including by engaging 100 health facilities in those districts to better prepare for the health impacts of climate change. Through risk communication and community engagement approaches, the project will enable 250 communities to better respond to early warnings, manage and mitigate climate-related risks to health, and seek care appropriately.

This Position is responsible for providing efficient operational, secretarial, and administrative support to the GCF project team in Laos CO. Major responsibilities of this role include programmatic support in day to day operation, PQI, project admin work backstopping and events management; and coordinate functional and administrative departments such as Admin, Finance & Logistics etc.

KEY AREAS OF ACCOUNTABILITY:

Program Support Services:

  • Process the cash advancement for program support on a regular basis.
  • Adjust the cash advancement with the proper collaboration with Finance & Logistics team.
  • Data collection and Data verification for the project team
  • Maintain expenditure tracker properly and update weekly.
  • Ensures Supplies /Materials from the Administration / Logs Section for the project team.
  • Check bills, vouchers and maintain petty cash eventually (if required).
  • Undertake regular visits to project sites to support data collection processes and validate data through cross-checking etc. and sharing findings through regular reporting.
  • Support in outsourcing project activities as and when required.
  • Coordinate FGD’s and facilitate routine wise.
  • Updating, cleaning, maintenance and backing up of various databases
  • Keep the project vault secured, clean and organized.
  • Support team during emergency activities

Finance and Logistics Services:

  • Work with Finance team to ensure program budgetary advances are taken and reimbursed timely and with proper coding of invoices.
  • Manage all advances for volunteer payments, expenses, and other financial requirements in the project location, ensuring all transactions are in line with Save the Children finance and compliance requirements.
  • Remain responsible for maintaining administrative files and all program documentation in compliance with donor requirements and SCI standards.
  • Review expenditures in line with project SOF and DEA

 

Secretarial Services:

  • Support in managing office systems, arrangements for meeting/workshop, filing and archiving, developing, maintaining, and updating project filing systems (both hard & soft); keeps program documents and reference documents systematically and ensures availability of them for the team as and when required.
  • Ensure travel requests are placed and support in booking tickets, accommodation and other associated works for project team.
  • Track procurement requests (PR), materials disbursement and  disposal as well as checks supplies or product quality, and follows up with respective departments.
  • Maintain liaison, facilitate day-to-day communication and information sharing with program staff. Also, maintain liaison with Finance, Admin, and IT for smooth office operation.
  • Keep track of volunteer recruitment, payments and vetting processes.

General Services:

  • Provide reprographic services to the project.
  • Work in coordination with other programs and sectors in Laos CO
  • Support in the Cash Transfer during payments at field.
  • Perform any other tasks assigned by the supervisor

QUALIFICATIONS AND EXPERIENCE:

Academic Qualifications:

  • Academic: bachelor’s degree in relevant field.

EXPERIENCE AND SKILLS

Essential

  • At least 3 years’ experience in relevant field with 1-year experience in office operations in documentation and reporting.
  • Demonstrable experience and skills in organizing training/workshop/meeting/seminars.
  • Ability to work under pressure situations.
  • Excellent interpersonal skills
  • Excellent coordination, time management and documentation skills
  • Proficient in computer operations and MS Office package
  • Fluency in English
