GBV and Child Safeguarding Trainer for CBID Model (November 2024)
Background
World Education, Inc. (WEI) has been operational in the Lao PDR since 1992. WEI has worked in a number of sectors (agriculture, education, health, microfinance, and repatriation) over the past 25 years.
Projects are currently focused on: Disability Inclusion, Explosive Ordnance Risk Education, Capacity Building, and Economic Development. Current projects include:
1. USAID Okard: Promotes the independence and functional ability of persons with disabilities through equal access to health and social services, partnering with the public and private sectors to support persons with disabilities in the areas of health, economic empowerment, and stakeholder engagement.
2. Lawang: Explosive Ordnance Risk Education (EORE): Keeps children safe from unexploded ordnance (UXO) by integrating EORE lessons into the national primary and secondary school curriculum and creating EORE messages and platforms for non-formal education and community engagement.
3. War Victims Medical Fund: Provides critical financial support to survivors of UXO accidents including immediate and ongoing medical care, as well as funeral costs in case of death.

The USAID Okard (ໂອກາດ) Activity is managed and implemented by World Education (October 2017 – September 2027) together with several partners from government and civil society organizations. The project intends to improve and sustain the independent living and functional ability of persons with disabilities, regardless of factors such as age, sex, gender, ethnicity, and their households in Lao PDR.
It is implemented in four target provinces – Central level, Xieng Khouang, Savannakhet and Sekong. The USAID Okard Activity is committed to achieving results across four main components: Health, Economic Empowerment, Stakeholder Engagement and Community-Based Inclusive Development (CBID) model. USAID Okard supports local government authorities and two civil society organizations, QLA and ARMI, to work together to implement the Community Based Inclusive Development (CBID) model taking tangible actions to remove barriers to inclusion and to support persons with disabilities and their household by providing personalized case management based on their support needs. Case management intends to facilitate access to services and to improve health, functioning, and social participation of Persons with disabilities. It also provides a package of interventions designed to initiate Income Generation Activity (IGA) and to contribute to becoming economically self-sufficient at the household level. CBID is implemented in 5 districts – Nong and Sepone in Savannakhet, Khoun and Kham in Xieng Khouang and Dakcheung in Sekong.
Rationale
In Phase II, CBID case management will expand to 5 districts and new CBID staff have been recruited to implement the CBID model. CBID staff need training on GBV and Child Safeguarding to prevent abuse within communities and create a safe, inclusive environment for all.
Objectives
Prepare and provide a one-day training (see attached curriculum outline for full details of the training) to CBID staff from the 5 CBID target districts. The workshop will be provided in November 2024 via online.
Scope of work and deliverables
The GBV and Child Safeguarding trainer is required to complete the following:
● Meet with the G&I officer and CBID manager to review the curriculum outline, discuss and agree on the activities and schedule of the GBV and Child Safeguarding training.
● Prepare all training materials including pre and post-test, and any other relevant training materials using USAID Okard training documentation templates.
● Organize a one-day training via online including completion of pre-and post-test and collecting of feedback from participants for training evaluation. The training will be conducted in Lao language.
● Score and analyze pre-post test results and complete a training report using standard USAID Okard reporting template.
● The session will be in Lao language by a Lao national trainer who knows the situation in Laos and has experience working in this role.
WE will complete the following:
● Provide curriculum outline and any additional guidance on expected training objectives and outcomes.
● Share training documentation templates to support development of quality training materials.
● Review and provide feedback on the draft training report before finalization.

Qualifications and experience:
The trainer is required to have the following qualification and experience:
– University degree in social work, development studies or related field specialization in gender development;
– At least 5 years’ proven professional experience in Gender Based Violence, women’s development and/ or child safeguarding;
– Prior professional experience working with children and women within organizations and addressing safeguarding issues;
– Excellent understanding of safeguarding principles and practices related to child protection and GBV in Laos and ASEAN context;
– Proven relevant experience in developing training curriculums, modules and materials on and delivering training on GBV and child safeguarding;
– Preferable, gained professional certification as safeguarding trainer.
