1.   Project location

13 villages consist of Nakhone, Khang Viang, Samche, Pakha, Phoumon, Nam Chao Tay, Nam Kio, Samthong, Nam Thiang,  Nam Chao Neua, Namyiem, Namsong and Phadeng  Mok May District, Xieng Khuang Province


  1. 1.   Goal of project

The general objective is to contribute to overall social economic development goal of the government in order to support education for all of government, GNL will develop education and increase income generation in the areas of education system such as education service to be conducted amongst the students in the target areas, to improve the livelihood of people at MokMay distrivt, XiengKhuang Province.  


  1. 2.   Objectives

(1)      To support the access to education and quality of education service by conducting integrated education.

(2)      To increase access to primary education by supporting child sponsorship program and non-food item for children and adult.

(3)      To increase the incomes of the target community


  1. 3.   Activity

(1)      Improvement of school buildings

(2)      Teacher training with a child-centre approach

(3)      Educational material support

(4)      Support a transport system

(5)      Educational material support for pre-primary school.

(6)      Capacity building for pre-primary school teachers

(7)      Implement a literacy program in the target villages

(8)      Inclusive school improvement and self evaluation training

(9)      Promote hygiene and sanitation in schools and communities.

(10)   Promote health check up and offer treatment fee for child special cases.

(11)   Operation of extracurricular activities

(12)   Data collection, registration and provide fund for 2,000 children.

(13)   Home visiting and counseling with the parents to support their children to enter school.

(14)   Improve incomes of poor and imaginaries families in the target communities.

(15)   Conduct half year and annual meeting to review and develop an annual plan

(16)   Conduct regular monitoring and evaluation

4.     Expected outcome

(1)      School has safe buildings and class rooms that facilitate learning-teaching activities

(2)      School will be convincing more students to come to study.

(3)      Teachers are able to apply their training in special needs education to planning and delivery of education to special needs children in their classes.

(4)      Teacher well manages the class room.

(5)      Number of children received education material is increased.

(6)      Children accessed to far school by using bicycle.

(7)      The number of student dropout is reduced when compare to base line data at starting the project.

(8)       Number of students attend school is increased. 

(9)      Students more practice hygiene and sanitation at school and home compare to base line data at starting the project.

(10)   Students enjoy and apply extra curriculum activity at school and home.

(11)   All children without discrimination by ethnicity, gender, religion, social status or special needs will be able to attend the school.

(12)   Student received health check up.

(13)   Students have better health and decrease the number of diseases (diarrhea, fever…)

(14)   2,000 child sponsorship received fund from project will be reduced parent’s expense.

(15)   Decrease the illiteracy rate in the communities

(16)   Improve living quality of community.


  1. Beneficiary

 7,034 peoples in 13 target village in MokMay district, Xieng Khuang Province.

 (See details in annex 1.)

6.      Project duration

5 years (effected from the approval date to 19 March 2019)


  1. Total project budget

The total project budget: USD 1,000,000 (One million USD)

In consultation with the Ministry of Education and Sports, to raise other contributing funds to support the “Community-Based Education Project” as outline in the project design document.

Budget report must be submitted to authorities concerned including MoFA in comparative format between above - proposed budget detail and all expenditures in the implementation for easy assessment of project progress. (Example format will be provided by MoFA)

Budget report must be endorsed by Implementation Management Committee (IMC)
