Handicap International France

Mission Statement

Handicap International is an NGO specialised in the field of disability. It is neither exclusively a development NGO nor exclusively an emergency relief NGO, but exercises its mandate, whatever the context, in the aim of creating sustainable change.

Handicap International works, via its projects and its political action, so that people in disabling situations may recover their capacity to act, by improving living conditions and by greater social participation. The association`s aim is to increase the population`s capacity to satisfy its own basic needs and exercise its fundamental rights.

Handicap International works in all countries where it can carry out its mission, including Western Europe, but it is more particularly involved in developing countries, where poverty accentuates situations of inequality and exclusion, and in countries affected by a natural disaster or armed conflict, contexts which generate disabling situations and psychological distress.

Programme Description

Since 1997, Handicap International France is present in Lao PDR. Actions of HIF in Lao PDR have been focussing on poverty reduction and improving living conditions of vulnerable communities, especially ethnic minorities.

Between 1997 and 2004 HIF has been mainly active in 2 technical domains: basic health and rural development:
1. Improvement of sanitary conditions of the rural population in 5 eastern districts of Savannakhet province through 5 successive or parallel short-term projects (less than 1 year) funded by ECHO. Since March 2002 a 42 month project (co-funding B7-6000/French MFA funding/Handicap International) has consolidated the impact of the health activities of the programme. Since 2001, 6 additional small projects funded by the British Embassy (malaria, dengue fever) and one (1) funded by the German Embassy.
2. Food Security/rural development through a long-term project (3 years) funded by the EC/DG VIII and the Social Committee of the county of Belfort, France in the east of Savannakhet province. This project has ended on July 31, 2002 (technical implementation). In May 2003, HI started a second rural development project to consolidate sustainable development initiative in two districts of the Province. It is a two years project funded by the European Commission, the French Ministry of Foreign Affairs and HI. Extension of the project has been granted till end of July 2006.
3. Since March 2002, in partnership with BCEOM, a French consultancy service, under French Agency for Development (AFD) funding, support of water user associations in 6 provinces. The project is part of the ADB funded Centralized Irrigation Development and Management project (DIDMP). It will end in March 2007.
4. Since October 2002, participation in the Asian Development Bank (ADB) funded Community-managed Livelihood Improvement project in 11 villages of Kham district, Xiengkhuang province. The project, called CMLIP, ended in July 2005.

Since 2004, HIF has been exploring new fields of actions in relation to its traditional mandate: disability, especially in the field of employment for people with disability, education for people with disabilities and early detection and intervention for children with severe disabilities.

In 2005 HIF initiated in collaboration with the Lao Disabled People Association (LDPA) and the Ministry of Labour and Social Welfare a pilot project in the field of employment support for people with disabilities.

Partners in 2005:

In Savannakhet: The provincial departments respectively of health and agricultural and their district services as well as the provincial authorities.
The implementing agency of the DIDMP project (AFD funding) is the National Service for Irrigation within the Ministry of Agriculture.
National Agricultural and Forestry Extension Services and its provincial and district branches in Xiengkhuang province. In Vientiane, LDPA and the Ministry of Labour and Social Welfare.

Intervention zone:
Four mountainous districts in the north and east of the Savannakhet province, bordering Vietnam (Phine, Sepone, Nong, Vilabuly).
The DIDMP project intervenes in 6 provinces: Savannakhet, Borikhamxay, Vientiane Municipality, Vientiane province, Luang Prabang and Xayaboury. The CMLIP project intervenes in Kham district, Xiengkhuang province. Employment support project is implented in Vientiane capitale;
