World Education in the Lao PDR

Mission Statement

World Education Laos is a field office of World Education, Inc. (WEI), a nonprofit organization based in the United States. World Education is dedicated to engaging and empowering communities, families, and individuals through programs in education, disability inclusion, health, mine action, and economic development. World Education Laos’ programs are designed to build capacity, promote self-sufficiency, and increase inclusion of all persons in Lao PDR.

Programme Description

World Education Laos has been active in Lao PDR since 1992 and implements projects in 5 thematic areas.

1. Education

World Education has regional expertise within the formal education sector as well as a history of developing capacity in nonformal and informal education programs, including adult education, vocational training, out-of-school youth and prevention of unsafe migration. Current projects in Laos include unexploded ordnance (UXO) education and awareness with the Laos government primary and secondary schools, women's entrepreneurship and business skills development, and capacity building in early grade reading. 

In the disability and health sectors, World Education has provided scholarships and trainings for health professionals to study rehabilitation, mental health services, and physical, occupational, and speech therapy and for teachers to study sign language and inclusive education. Past projects have also supported education costs for UXO survivors and their family members to attend school. 

2. Disability Inclusion 

World Education is working in partnership with government entities, NGOs, and local non-profit associations to strengthen the disability sector in Laos and improve services for persons with disabilities so they can lead more productive and fulfilling lives. Building off of recent successes of the USAID-funded TEAM (Training, Economic Empowerment, Assistive Technology, and Medical and Physical Rehabilitation) project (2014-17), the USAID Okard project combines a systems-level and person-centered approach to promote the independence and functional ability of persons with disabilities. 

3. Economic Development

World Education Laos improves livelihoods, incomes, and economic resilience for families in rural areas of Laos and advocates for policy development in social protection. Over the past 15 years, World Education has developed the capacity of savings and credit unions, provided start-up grants, conducted financial literacy trainings, and helped the rural poor establish micro-enterprises and utilize financial services effectively. Current programming provides livelihoods and business development training and mentorship to women and people with disabilities. 

4. Mine Action

Since 1996, World Education has worked in the areas of victims' assistance, health systems capacity building, and mine risk education to address the legacy of unexploded ordnance (UXO) in Lao PDR. Through the War Victims Medical Fund, World Education provides medical support to survivors and victims of UXO. This assistance includes rehabilitation and medical services, travel and accommodation during hospitalization and ongoing treatment, and funeral costs in the event of death. The Comprehensive Mine Risk Education project helps to prevent future accidents by education children and communities about risks and safe practices associated with UXO. 

5. Health

World Education works with the Ministry of Health to build health system capacity and train medical personnel on mental health and rehabilitation services through USAID Okard. Past projects have also focused on improving health facilities, mental health, emergency and trauma care capacity, first aid, and water, sanitation, and hygiene. 

Cross-cutting:

Every project at WEI holds capacity building at its core. WEI aims to develop stronger systems and enable organizations, governments, and individuals to maximize impact and mobilize funding to make lasting social change. In Lao PDR, World Education works in close collaboration with government ministries to ensure that programming is aligned with and promotes government policies and builds the skills of counterparts. With civil society organizations, World Education strives to build models for sustainability. Under the TEAM project, 15 local CSOs were support with funding and technical assistance. Currently, through funding from the World Food Programme, WEI is engaged in capacity building, training, coaching, and mentoring a small local organization to be able to implement an Early Grade Reading Assessment (EGRA).
