WASH and Water Resource Management project manager
GRET is recruiting a project manager with a profile of water service and water resource management, based in Vientiane Capital, to manage and implement project activities from an operational point of view and also bring in specific expertise in water resource management.
GRET is an international development NGO that works from the field to the political arena to combat poverty and inequality. GRET has been implementing projects in Laos since 2004 in various sectors: Essential local services (water, sanitation, solid waste), natural resources management, agriculture value chains development, land governance, agroecology and geographical indications (GI). In the water sector, GRET has supported the creation of water services operated by Private Water Operators (PWOs). Currently GRET is implementing a new project aiming at developing PWOs water services and a project on small rural watershed management.

Duties – Project manager
- Manage and implement project activities from an operational point of view
- Manage the project at the financial, administrative and human levels, in accordance with GRET rules and procedures
- Ensure the communication of the project in accordance with GRET’s communication policy and the project’s contractual obligations
Duties
Water Supply Service management
- Water supply services analysis and development,
- Support Private Water Operators (PWOs) bank loans applications
- Pre-financing report, market assessment report, business plan report and translation in Lao
- Design the action plans to ensure the project milestones are achieved
- Prepare quarterly and yearly reports of the project to all stakeholders (donor and Lao authorities)
- Follow up the project investment and progress report of the project implementation
- Maintain good relationships and coordinationbetween the partner Bank and PWOs as well as between the partner Bank and the Donor.
Watershed & water resource management
- Support and contribute to the sustainable rehabilitation of water-related rural infrastructure by strengthening user-led governance and O&M arrangements,
- Capacity building on watershed resources and sustainable watershed management to communities;
- Support the establishment of the participatory monitoring systems and provide assistance and guidance in data management and analysis.
- Support watershed management improvement interventions, especially of spring shed and catchment area; identify / map major challenges and define responsive action / interventions;
- Support the strengthening of village water committee’s members setup and management of community water supply systems and small-scale irrigation schemes.
Knowledge and Skills
- Management of international rural development project
- Knowledge in Watershed management and social management of water
- Computerized intermediated or advanced Excel
- Preparation of financial statements and understanding the financial model
- Supervisory and training sills, team building
- Analytical and problem-solving skills
- Report writing
Requirements and Qualifications
- University degree (BSc or MSc), preferably in Economic or Business Administration or relevant to the fields
- At least 5 years of experience in development project or in water resource management, or in social management of water, or in economy of water utilities.
- Have good interpersonal, communication skills and leadership, analytical skills, team work, and result-oriented;
- Ability to handle multiple tasks and complexities
- Language: high proficiency in English, both written and spoken, French speaking is an asset
- Experience in working with the banking sector is an asset
Application Information
The position is opened to Lao national. Hired Staff will be based in Vientiane, with regular trips to the project sites. Salary is commensurate to skills and experiences.
