World Vision International Lao PDR is looking for 3 GEDSI and Livelihood Technical Officers for a newly awarded multi-year grant project, the “Sustainable Agriculture for Nutrition’’ (SUAN)” in Salavane Province. The project is financed by the Australian Government Department of Foreign Affair and Trade (DFAT) and is implemented in collaboration with the Ministry of Agriculture and Forestry (MAF), among other partners.

The goal of the SUAN project is to improve nutrition and food security of 1,975 households (8,334 people) in 3 districts, 18 villages in Salavane province, particularly women and children under five, through sustainable and nutrition-sensitive climate smart agriculture (NS-CSA), as well as childcare and hygiene practices.

Key project outcomes are:

  • Outcome 1: Improved access to sufficient and diverse foods year-round
  • Outcome 2: Improved dietary & care practices among Women of Reproductive Age (WRA) (15-45 years) & Children Under Five (CU5)
  • Outcome 3: Improved Gender Equity and Disability Inclusion (GEDSI) for increased participation in nutrition-sensitive, climate-smart agriculture (NS-CSA)
  • Outcome 4: Increased information and learning opportunities on NS-CSA and GEDSI

The GEDSI & Livelihood Technical Officer will provide technical support and implementation of all SUAN project outcomes and and will ensure that gender-sensitive and disability inclusion programming is being addressed in coordination with other sector leads. This includes:

  • Implementation of activities identified in the GEDSI Action Plan under the leadership of the GEDSI Coordinator. The Action Plan aims to understand the roles and norms for women/girls and men/boys, and the levels of power within a household and in their communities; the different needs, constraints and opportunities of each group; and the impact of these differences in their lives within the project’s context;
  • Support the implementation of C-Change Transformational Conversations Groups including facilitation and support for co – facilitators and village leaders
  • Support the implementation of the Gender Inclusive Financial Training (GIFT) training
  • Support the distribution of the labour-saving technologies for women based on Gender Equality, Disability and Social Inclusion (GEDSI) Assessment and community-identified priorities
  • Focus implementation on Outcome 3: Improved gender equity and disability inclusion for increased participation in nutrition-sensitive, climate-smart agricultureand Output 1.7: HHs have access to income, saving and improved financial literacy, and ensure GEDSI mainstreaming across all the project activities.
  • Implement the disability inclusion activities.

The GEDSI & Livelihood Technical Officer will work closely with the GEDSI Coordinator. The role will be based in Toomlarn or Vapi or Lakhonpheng districts, Salavane province and will report to SUAN GEDSI Coordinator under the hierarchical responsibility of the SUAN project Manager. The role consists of planning and coordinating the project GEDSI and livelihood activities.

He/she works in close relationship with the District Agriculture and Forestry Office Technical Officer (DAFO), Lao Women Union (LWU) and the Lao Disabled People’s Association (LDPA) based at the same targeted area.

The responsibilities of the position include:

  • Organize and implement, in team with the other project technical officers and staff from DAFO (Both agriculture and livestock section), the activities described in the project logical framework, Annual Development Plan and Detailed Implementation Plan
  • Ensure quality implementation of activities according to the SUAN project design and consolidation of quality reporting mainly from the technical components of GEDSI and Livelihood activities including oversighting of quality monitoring and evaluation of the project ensuring application of identified learnings, appropriateness of approach and verifiable impact.
  • Contribute to the following, in team with the other Technical Officers and under the leadership of the GEDSI coordinator and other Advisors:
  • Specify the methodology for activity implementation;
  • Set criteria and method setting for beneficiary selection;
  • Development of training curriculum;
  • Set work plans with the DAFO staff, LWU and LDPA in consultation with the GEDSI coordinator and project team;
  • Set indicators and quarterly targets for monitoring & evaluation;
  • Follow up and monitoring of activity for data collection, technical support and capture feedback from target beneficiaries. Update data collection using Kobo system.
  • Write and submit the Monthly and quarterly activity reports, data collection to GEDSI coordinator in Lao;
  • Participate in meetings and technical workshops, as required by the Management team, inside and outside the districts and provinces of intervention;
  • Contribute to the advocacy, communication and associative life of SUAN project and World Vision International Laos.
  • Contribute to the development of training curriculum, IEC and timeframe for each activity,
  • Contribute to sustainable project impact in the target vulnerable communities. Perform other duties as required, including participate in meeting with the direct line.

 

Major Responsibilities:                 

Project Implementation and management

  • Ensure that GEDSI and child protection protocols are integrated within WV initiatives in their assigned communities.
  • Raise awareness and facilitate critical analysis of community issues and opportunities.
  • Mobilize local resources, community planning, participation and ownership for development initiatives.
  • Implementation and follow-up of project activities closely as per plan
  • Work closely with the GEDSI Coordinator on coordination and monitoring of activity,
  • Support to collect necessary document for the financial settlement.
  • Support GEDSI coordinator on planning of the project activities with detailed budget.
  • Track activity indicators and report it regularly (Activity Progress Report)
  • Ensure quality implementation of the project with the use of required tools and techniques.
  • Building the government counterpart’s capacity for effective implementation of project activities. Deliver capacity-building support, such as training and coaching to LWU, DAFO and LDPA to ensure that they have the necessary technical capacities for their work.
  • Conduct regular monitoring visits with district counterparts in project areas.

Collaboration and coordination

Manage proactive and responsive working relationships with Project Partners, Government stakeholders, and other partners in the field, under the direction of the GEDSI Coordinator.

Coordination and reporting within World Vision and with Partners:

  • Liaise with Project team and technical coordinator to support and ensure activities are in line with WVL strategy
  • Consolidate data regarding all activities implemented (use of databases), oversee project assessments and activities follow-up, in coordination with DME
  • Submit report of activities following all required donor and Government formats
  • Represent and information exchange with INGO, local NGO and possibly coordination Cluster group
  • Represent WVL with GoL local authorities: oral and written reporting, respect of national guidelines
  • Build close relationships and actively learn within partner communities, through home visits, staying overnight with host families, community events, etc.
  • Build good relationships that communicate World Vision’s mission, values and identity to all appropriate stakeholders, including community groups, local authorities and other NGOs.
  • Support GEDSI and Agriculture coordinator in the organization of the District

Monitoring, Evaluation, Reporting, Communication, and Learning evidence

  • Establish and maintain effective project reporting, monitoring, evaluation, and communication systems. Submit timely accurate and professional reports that meet donor and WV requirements.
  • Support project management in coordination with District level counterparts for quarterly and semi-annual project progress update meetings and DIMC meetings.
  • Work closely with M&E Staff to ensure sectoral data collection and monitoring are effectively gathered to support reporting process responding to WV’s internal and Donor’s requirements.
  • Support project team in producing project progress reports according to the MOU requirements and template to timely submitted to relevant counterparts and partners.
  • Consistently look for more effective and efficient implementation methods and opportunities to increase impact.

Learning within community.

  • Facilitate community (including children and the marginalized ethnic groups) to participate in the gathering of reflection upon and learning from local information.
  • Participate in and support the implementation of project measurement and program/project evaluation and facilitate community learning from results.
  • Promote communities to share and learn from their own experiences as part of confidence and capacity building.
  • Consistently look for more effective and efficient implementation methods and opportunities to increase impact.

Knowledge, Skills and Requirements:

  • Bachelor Degree or Diploma in relevant technical field: Rural development, agriculture, Social studies. livestock or animal health,
  • 3 to 5 years’ experience in rural community development with a focus on Agriculture, Livestock and Nutrition.
  • Demonstrated experience working in collaboration with District Government on coordination and implementation of activities
  • Proven experience on community mobilization, with demonstrable skills resulting in community behaviour change.
  • Strong training and facilitation skills, with experience training community volunteers, partners and beneficiaries on GEDSI and Nutrition models.
  • Fluent in Lao language. Knowledge of ethnic language would be considered a strong asset (dependent on target District mostly Kathang ethnic language).
  • Must understand and agree with WV’s vision, mission and Core Values.
  • Must be willing to work and stay overnight at the target village areas.
  • Must be willing to work within a team.
  • Willingness to learn new things and develop their skills and career
  • Experience in data collection using digital platforms such as KoboCollect
  • Good reporting skills in Lao language. English language would be considered a strong asset.
  • Strong field work and project monitoring experience demonstrating ability to ensure quality deliverables of the project.
  • Technical training and demonstrate knowledge on participatory approach and Training of Trainers (ToT)
  • Ability to identify and plan work strategically to meet the deadlines.
  • Excellent oral and written communication skills in Lao
  • Ability to communicate in English language would be considered an asset.
  • Possess strong organizational skills.
  • Ability to function efficiently and independently with little day-to-day supervision.
  • Willingness to travel to the villages on a frequent basis
  • Excellent management and administrative skills, including use of Microsoft office
  • Ability to work in a fast-paced environment.
  • Must know how to drive and have a license to drive motorcycle.
