Mennonite Central Committee (MCC) is an international NGO that has been implementing projects in Lao PDR since 1975. MCC currently has projects focused on mediation and conflict resolution, youth peacebuilding training, land law, and disability inclusion. MCC Laos has a current team of over 30 staff based in Vientiane and 3 regional offices.

Monitoring and Evaluation Officer (MEO)
Position Overview: The Monitoring and Evaluation Officer (MEO) will play a crucial role in overseeing the monitoring and evaluation activities of our projects across Laos. This position involves supporting data collection, analysis, and reporting efforts to track the progress and impact of projects. The MEO will collaborate closely with program staff to ensure high-quality data collection and reporting, thereby enhancing the effectiveness and accountability of our projects.
Qualifications:
- Bachelor’s degree in statistics, demographics, public policy, community development, economics, or related field.
- Experience in planning, monitoring and evaluation in community development settings is preferred.
- Experience and knowledge of both qualitative and quantitative research and analytics, and computer experience to support resulting data management.
- Demonstrated ability to work independently, take initiative and be a self-starter.
- Ability to work collaboratively with others from different education and cultural perspectives.
- Flexibility and tenacity to get things done in fluid and unpredictable environments, and with limited resources.
- Ability to speak and write Lao fluently.
- Ability to speak and write English at a high level.
- Willingness to work in an office environment, and travel in rural settings.
Major Responsibilities:
- Visit projects and partners on a regular basis to better understand their mission and projects, working diplomatically with them to ensure good governance and the application of results-based management principles.
- Correspond with all projects and partners acknowledging reports and emails within 48 hours of receipt; copy all correspondence with the partners to the Rep and PMER Coordinator.
- Work with the PMER Coordinator to evaluate and strengthen MCC and partner projects.
- Assist in the data collection, management, and analysis processes to ensure the accuracy and reliability of project data.
- Support the analysis of monitoring data to assess project progress, identify trends, and inform decision-making.
- Communicate M&E findings to project teams and to MCC management through presentations, reports, and other communication channels.
- Monitor deadlines to ensure that all reporting requirements are met; work with projects and partners to prepare narrative progress reports with one quality story of personal impact (to MCC story specifications) with each report.
- Review all project and partner reports for quality and ensure that reports and other project documents capture the progress, effectiveness, and impact of projects.
- Compile, monitor, and report project performance, including key indicators, outputs, and outcomes for all projects.
- Assess the current capacity of local partners and MCC project staff, offering training and capacity-building support on M&E methodologies, tools, and best practices.
- Keep the Rep and PMER Coordinator informed of project and partner progress, highlighting any issues arising in a monthly written update listing each partner and contact made.
- Develop contacts and relationships with relevant external agencies (local government, community-based, and NGO entities) to enhance program implementation and sustainability.
- Provide a source of continuity with partners and projects in the event of a change in the Rep or PMER positions.
- Represent MCC at relevant functions to promote the identity of the MCC country program.
- Maintain up-to-date knowledge of PMER principles and practices.
- Maintain and update MCC country reporting and program monitoring.
- Model non-violent peacemaking in the workplace and community through respectful interactions with others.
- Participate in MCC meetings and retreats as scheduled throughout the year.
