HI, Humanity & Inclusion is an independent and impartial aid and development organisation with no religious or political affiliations operating in situations of poverty and exclusion, conflict and disaster. We work alongside people with disabilities and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.

Since the organisation was first founded in 1982, we have set up development programmes in 62 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide.

Humanity and Inclusion (HI) has been active in Lao P.D.R. since 1996. The organization’s vision is of a Lao society where all adults and children live as equal individuals in a safe environment. Human Resources demands is increasing to support both humanitarian and development projects as well as the implementation of Stratop and the integration with South East Asia Geographic Division, the South East Asia Geographic Division includes operations in Myanmar, Thailand, Cambodia, Laos, Vietnam and the Philippines. HI is currently seeking a qualified and motivated person to work in the position of Learn to Read Technical senior officer.

Main responsibilities and activities:

 

Mission 1: Providing specialized expertise in the form of policy guidance and technical support in inclsuive education to projects, partners and/or programs in accordance with the technical frameworks and general standards of his/her sectoral or cross-cutting scope

  • Provide appropriate technical guidance and support to project leaders, government and consortium partners as well as other Development Partners who require support in Inclusive Education and/or specialists.
  • Performs technical activities or ensures that project(s) activities are implemented in accordance with internal quality and technical standards and suggests improvements as necessary.
  • Adapt the project’s technical documentation as required, in accordance with global technical standards.
  • Coordinate and collaborate with the project’s technical partners, as delegated by the specialist or project manager.
  • Propose research and study topics, conduct research if necessary and supervise data collection.
  • Lead on the field research for the Model Inclusive Schools Inquiry Visits in the target 4 provinces.
  • Contribute to the writing of new proposals for new opportunities within its technical scope.
  • Produce policy guidance for the countries to participate to the design.
  • Translate all the materials including teaching learning materials into Lao language.

Mission 2: Providing project-based technical learning with a global impact

  • Ensure Global and Field Technical Specialists get the information they need and collaborate with technical divisions as needed.
  • Coordinate with headquarters Inclusive Education Global Lead to ensure adequate capitalization to improve sectoral method globally and collect scientific evidence; initiate or test new innovative solutions to address the main challenges of the sector.
  • Contribute to technical learning under the responsibility of the Specialist or Project Manager, based on best practices.
  • Anticipate and prepare for nexus adjustments in your sector.
  • Contribute to the terms of reference for evaluations.

Mission 3: Ensuring the internal technical training of his/her sector or on cross-cutting themes

  • Contribute to technical recruitments, in cooperation with the Field Specialist.
  • Carry out the necessary technical training in his/her field.
  • Contribute to the skills upgrading plan for professionals in its sector and may be a third-party assessor.
  • Contribute to the development of a local talent pool within his/her sector (conducts technical interviews of candidates and makes recommendations, identifies training and coaching needs).
  • Assist in coordinating technical professional development and facilitating a community of practice, in collaboration with the technical division.

Desired qualifications and experiences:

  • Education requirement: Minimum of Master’s degree in education or related field. Master’s degree in Gender and Development or Women Study would be an advantage.
  • Language requirement: Native Lao and proficient English,
  • Experience and skills in collaborating at strategic level with consortium and government partners
  • Minimum of three (3) years’ experience in training teachers
  • Minimum of three (2) years’ contribution to the development and designing of teaching and learning materials, curriculum and inclusive pedagogy.
  • Experience of designing and implementing activities related to gender equality and social inclusion
  • Solid knowledge of the Lao PDR civil society sector
  • Successful track record of working with organizations led by or representing women, children with disabilities, non-Lao speaking children, or other ethnic groups
  • Prior experience with advocacy campaigns and policy reform initiatives around GESI
  • Experience and skills in collaborating at strategic level with consortium and government partners
  • Skills and ability to be diplomatic in the Lao context with the government partners as well as consortium partners
  • Skills in collaborating at strategic level with consortium partners
  • Skills in communicating at a strategic level as well as at the community level
  • Willingness to travel to project implementation sites

HI offers: approximate Gross salary LAK 24,000,000 – LAK 28,000,000 based on experiences + benefits (13th month, insurances, etc.).
