Administrative Officer – 1 position (Lao National Only)

Work Location: Sepon Office (Savannakhet Province)

 

Project Background 

LEAPS III is a 5-year (2021-2026) project funded by the United States Department of Agriculture (USDA) that will be implemented by CRS in collaboration with the Ministry of Education and Sports (MOES) and Save the Children. The project is a follow on to the LEAPS I and II projects that have provided over 25 million meals to over 65,000 students in seven districts of Savannakhet province. LEAPS III will continue in six of the seven districts (Atsaphone, Phalanxay, Sepon, Phin, Vilabouly, and Nong). Key LEAPS III components include school meals; WASH; literacy, implemented by partner Save the Children; early childhood education; and local agriculture to support school meals. All programming will include capacity strengthening activities for government partners and local community members. LEAPS III integrate a focused sustainability plan with project activities handed over to the government at regular intervals over the life of the project. Over the five years, LEAPS III will benefit over 36,000 children, partners, and community members.

Job Summary:

The Administrative Officer will provide service in the day-to-day delivery of responsive, effective and efficient administrative activities in support of the Catholic Relief Services’ (CRS) mission to serve the poor and vulnerable. You will provide consistent and high-quality service and contribute to the proper stewardship of resources to help ensure operational effectiveness in support of high-quality programming.

Job Responsibilities:

  • Prepare and coordinate transactional documents for general operations, including payment requests, travel authorizations, travel advances.
  • Manage and control petty cash, processing payments for projects.
  • Compile, enter and verify data related to general administration processes, such as maintaining contact lists, reviewing vehicle logbook, VMS, vehicle maintenance and tracking.
  • Arrange travel and logistics for staff and visitors, schedule and coordinate appointments, and provide logistical and communication support for event planning activities, including delegation visits, trainings and workshops.
  • Manage communication with all organizational units and external stakeholders. Handle the distribution of all incoming and outgoing mail, letters, and documents.
  • Ensure administrative systems, processes, and policies comply with agency standards, donor requirements, and local laws.
  • Coordinate the efficient use of CP assets and rented facilities. Help ensure fully compliant procurement of office materials and asset management systems.
  • Help identify safety issues and ensuring a safe and sound work environment.
  • Support implementation of property and inventory management processes, such as property receipt and distribution, property labeling, physical counts, receiving and dispatching from the inventory etc.
  • Support the CP Security Focal point rollout the CP security manual, monitoring and visibilities resources display in LEAPSIII project office and act as the Security Focal Point for the Sub-Office.

Additional Information

Typical Background, Experience & Requirements:

Education and Experience

  • High School diploma required. Bachelor’s Degree in Business Administration or relevant field preferred.
  • Minimum of 2 years work experience in administrative support functions, with increasing responsibility. Experience with a local or international NGO a plus.
  • Additional education may substitute for some experience.
  • Experience and proficient skills in MS Office package (Excel, Word, PowerPoint, Visio) and information management systems.
