HR and Administration Officer
Swisscontact is the business-oriented independent foundation for international development cooperation. Represented in 38 countries with over 1100 employees, it promotes - since 1959 - economic, social and environmental development.

The organization has been operating in Southeast Asia since 1971. In recent years Swisscontact has been developing its presence in the Mekong region, developing a portfolio of initiatives in agriculture, tourism, and skills development across Cambodia, Lao PDR, Vietnam, and Myanmar.

Swisscontact is focusing in Lao PDR in the areas of skills development and private sector development in tourism.

HR and Administration Officer

Begin of Employment:   August or as mutually agree

Contract Duration:      24 months with possibility of extension

Report to: Finance and Administration Manager

Place of work:   Vientiane Capital

 

Overall Tasks


The HR and Administration Officer supports the administration team to complete all tasks to ensure the smooth operation of Swisscontact’s country operation in Lao PDR.  This includes administrative tasks focusing on such as HR tasks, Procurement, and including, managing suppliers and vendors, and general office support.

Tasks and Responsibilities
HR
  • Advertise employee vacancies (including required consultants, interns, and volunteers), assess applications, interview applicants, administer selection tests, prepare reports and make recommendations to management about staff appointments
  • Monitoring and tracking probation, annual appraisal
  • Onboarding of new employees by following Onboarding checklist
  • Maintain the personal records of employees on matters such as wages, benefits, leave and training
  • Assist providing advice and information to management and employees on human resource policies and procedures, including support
  • Assist employees with work matters, career development, personal problems and industrial matters
  • Assist administering payroll to ensure that staff salary is accurately calculated and paid as scheduled
  • Facilitate the insurance compensation and medical expense claim and coordinate with insurance provider and social security organisation
  • Plan and facilitate employee orientation process
  • Manage Human Resources Information System (HRIS) backend and support staff with the system when required
  • Manage HR file both Online-Offline
  • Make payment through Human Resource Information System relate to HR activity
  • Support the continuous improvement of the human resources function overall
  • Coordinate election of Compliance officer (if necessary) and ensure that staff are oriented in whistleblower policy
  • Support compliance offer make sure all staff are oriented well about Code of Conduct
  • Work on Country Manual to be comply with Lao labour Law and up to date
  • Assist arranging and conduct employee mandatory staff development activities including Code of Conduct (CoC), fire-safety and first-aid training
Procurement Support
  • Coordinate process for developing preferred supplier lists in key areas/ locations (car hire, printing, accommodation)
  • Manage relationships with key suppliers (eg., accommodation providers in VTE) and negotiate corporate rates where possible
  • Ensure that all procurement processes are executed in line with the Country Manual
Information Technology (IT) Support
  • Coordinate and Work with IT support services (external)
  • Make IT payment through Human Resource Information System (HRIS)
  • Coordinate with Regional IT advisor for relate support
Requirement
  • Bachelor’s Degree Business Administration, Technical College or similar field would be an advantage
  • Experience in the administration field. Preferably in the development cooperation field with donor agencies and INGOs.  Experience with SDC projects is an added value
  • Experience in the management of material resources (purchase orders, accounting etc)
  • Ability to interpret financial procedures and standards and their application
  • Capacity to work in an international environment
  • Must be a Lao citizen or have full rights to work in Lao PDR
  • Self-reliant, accurate in work, inquisitive mindset and willingness to learn
  • Organised and able to cope with multiple deadlines
  • Strong sense of responsibility and control
  • Proficient in written and oral communication both in Lao and English
  • Good interpersonal and communication skills
  • Demonstrates awareness and sensitivity to gender, diversity and inclusion
