The Vocational Training and Employment Support Services (VTESS) project aims at vocational training and labour market insertion of early school leavers, young disadvantaged people, 15-35 years of age, who have completed primary but not lower secondary education. The goal is to bring these early school leavers back into employment, self–employment, or back into the education system.

Component 1, IVET (Integrated Vocational Education and Training) Pathway, seeks to deliver labour market relevant and quality training to early school leavers. Under this component the project will i) build the capacity of the IVET school; including its teachers, to deliver quality training; ii) revise and /or develop curricula jointly with the private sector in order the skills acquired by the IVET graduates match with the requirement of the world of work; iii) train early school leavers.

Component 2, ESS (Employment Support Services), will involve early school leavers in a coaching process over several months to integrate them back into employment, self-employment, or back into the education system. Under this component the project will i) adapt the coaching cycle to the Lao context; ii) select ESS partners and coaches and build their capacities; iii) deliver ESS services to the early school leavers; iv) anchor the successfully piloted ESS on national and subnational level. The IVET and ESS components are closely linked.

Swisscontact seeks a Provincial Technical Coordinator who will support IVET and ESS implementation. In particular, s/he will lead the field-based project activities and work closely with the IVET school, ESS partners, and other relevant government and private stakeholders in the province.


§   At least a Bachelor’s Degree in Economics, Business Administration, Intl. Development, Skills Development or other relevant fields

§   At least three (3) years of experience working for international development, specifically skills development initiatives

§   Experience in working with the public and private sector and other local stakeholders

§   Experience in training design and delivery and capacity development of organisations

§   Proven capability in leading teams and in working in multi-stakeholder environments

§   Operates effectively and efficiently also under stressful situations and tight deadlines

§   Must be a Lao citizen or have full rights to work in Lao PDR

§   Self-reliant, organized, accurate in work, inquisitive mindset, and willingness to learn

§   Proficient in written and oral communication skills both in Lao and English

§   Demonstrates awareness and sensitivity to gender, diversity, and inclusion


§  Supports the implementation of IVET and ESS project activities

§  Contributes to planning, monitoring, reporting, evaluations and documentation of lessons learned

§  Establishes and maintains good relationships with and represents Swisscontact towards partner organizations, government institutions, the private sector in the assigned provinces/ IVET school(s)/ Employment Support Services (ESS) provider(s)

§  Develops and fosters contacts and cooperation with other relevant public and private institutions, Non-Profit Associations (NPAs) and individuals in the assigned provinces where this contributes directly to objectives of the VTESS project

§  Conducts outreach activities jointly with local authorities, industry associations, and civil society organisations (CSOs), for selecting early school leavers into IVET training programmes

§  Arranges capacity development activities for management and teachers of IVET schools and others as required

§  Monitors training activities at IVET schools and support them on day to day matters within limits of the project

§  Supports the ESS coordinator on matters related to ESS delivery 

§  Reports timely and accurate back to the project
