RE: Advertise of Video Adaption “Lack of WASH & Its Effects to Nutrition “

1.   Introduction

Lao children remain some of Asia’s most undernourished, with national average rates of stunting at 35.6%, underweight at 25.5%, and wasting at 9.6%[1]. In response, the U.S. Agency for International Development’s “Nurture” (USAID Nurture) aims to contribute to a reduction in young child stunting in targeted areas of Laos by improving: 1) infant and young child feeding (IYCF) and water, sanitation, and hygiene (WASH) practices; 2) the use of quality nutrition and WASH services/facilities; and 3) creating an enabling environment for improved nutrition.

 

USAID Nurture is being implemented in six districts in Khammouane and Savannakhet provinces by Save the Children (SC). The project focus is on improving maternal and adolescent nutrition and IYCF and WASH practices targeting 1,000 Days households. USAID Nurture uses an integrated nutrition/WASH community mobilization approach (iNuW) and links women and children with health services being improved by the project. USAID Nurture also leverages private sector relationships to facilitate supplies of products that support uptake of targeted WASH practices.

2. Objective

USAID Nurture seeks a consultant/firm to produce one video relating to awareness raising on nutrition and WASH by adapting the existing Video. The video will be used specifically at community level for raising awareness of community members on nutrition and WASH.  

 

The consultant/firm will work closely with USAID Nurture team, including technical team, Chief of Party throughout this assignment.

 

3. Scope

The consultant will:

§   Formulate a development plan

§   Based on the message on the existing video, develop Lao subtitle for the video.

§   Add graphics where considered meaningful and necessary in order to fulfill the objective of this video.

§   Make voice over the downloaded video.

§   Replace the video with Lao style music.

 

4. SCI tasks

§   Provide the video and walk the consultant through the video, making sure that the consultant has good understanding of the video

§   Help the consultant with video texts (English) so that the consultant can work on Lao voice-over and can place English subtitle onto the video.

§   Support and review all documents/materials submitted by the consultant throughout the production period.

7. Duration

The estimated time for this consultancy is by 30th  Mar 2020.

 

8. Reporting Lines

The consultant/ firm will report to Senior WASH Specialist with a dotted line to Chief of Party. The consultant/ firm is expected to attend an in-person meetings with the USAID Nurture team during the period of the consultancy at the USAID Nurture office in Vientiane, whenever necessary.

 

9. Qualifications

§  Experience creating and developing multimedia (audio/video) content for customer stories, internal company announcement videos, external promotional social videos, product marketing videos, recruiting videos, corporate training and other enterprise-wide projects.

§  Experience creating scripts and storyboards.

§  Ability to work independently, as well as part of a team to establish project deliverables

§  Ability to meet deadlines.

§  Collaborate closely with internal clients and stakeholders to help facilitate the creation of multimedia content.

§  Creative and able to adapt artistic style for different needs.

§  Experience developing production schedules.

§  Ability to record and edit video and sound projects, including selecting program format for final output, capturing/importing media, organizing raw media, editing footage and sound files, creating and inserting static and motion graphics, titling, adding music/voice-over/sfx, media management and archiving project media.

An understanding of infant and young child feeding and water, sanitation
