Organisational Context

ChildFund Laos is the representative office of ChildFund Australia – an independent and non-religious international development organisation that works to reduce poverty for children in the developing world.

 

ChildFund Australia is a member of the ChildFund Alliance – a global network of 11 organisations which assists more than 9 million children and families in over 50 countries. ChildFund Australia is a registered charity, a member of the Australian Council for International Development, and fully accredited by the Department of Foreign Affairs and Trade which manages the Australian Government’s overseas aid program.

 

ChildFund began working in Laos in 2010, and works in partnership with children, their communities and local institutions to create lasting change, respond to humanitarian emergencies and promote children’s rights. Projects are implemented in Xieng Khouang and Huaphanh Provinces, some of the country’s poorest regions with extremely high unexploded ordnance contamination, as well as Vientiane Municipality.

 

With a focus on improving access to quality education and upholding child rights, ChildFund Laos aims to improve access to education, water, sanitation and hygiene, mother and child heath, food security, and nutrition, while providing opportunities for children and youth to participate in local decision-making. 

 

Background

This assignment involves working closely with the ChildFund Laos Youth Empowerment Coordinator to finalise program documents. The documentation may include Guideline and Report of the 1st National Lao Children’s Forum. The consultant will also be responsible for liaising with the Youth Empowerment Coordinator, relevant program staff and government partner, National Commission for the Advancement of Women, Mothers and Children (NCAWMC) to finalise reports and guidelines in a professional and timely manner. 

Objectives of Consultancy

The consultant will work with the Youth Empowerment Coordinator, relevant program staff and government partner (NCAWMC) on the following objectives:

  1. To study and review all relevant ToRs, minutes, reports and children’s voice documentations from the 1st National Lao Children Forum and relevant documentation to complete the expected outputs; 
  2. To liaise with the Youth Empowerment Coordinator, relevant program staff members and government partner (NCAWMC) to ensure that the information used in reports and guidelines are accurate and relevant; and
  3. To finalise reports and guideline of the 1st National children’s forum based on the requirements discussed and agreed upon with the Youth Empowerment Coordinator and government partner (NCAWMC).

c. Documentation as required

 

Expected Outputs:

An indicative timetable for this evaluation is provided below. It is anticipated the assignment will commence in last week of July and end in August 2018.

 

Expected Outputs

The following outputs are expected from the consultant:

  • Finalisation of the guideline of national children’s forum.
  • Finalisation of the report of national children’s forum.
  • Other documentation as agreed upon by the consultant and the Youth Empowerment Coordinator.

 

Working Relationship

  • The Consultant will be managed by and report to the Youth Empowerment Coordinator.
  • The consultant holds no management responsibility.
  • The consultant will work closely with program staff and government partner.

 

Working Conditions

All discussions and documents relating to this TOR will be treated as confidential by the parties.

 

The successful applicant will be required to comply with ChildFund Australia’s Child Protection Policy by signing the Code of Conduct Undertaking and by submitting a policy clearance from the country of origin.

 

ChildFund Australia acknowledges its obligation under the Australian laws relating to counter-terrorism. In order to meet its obligation, the consultant’s name will be reviewed against Department of Foreign Affairs and Trade (DFAT) and National Security Australia lists at the onset of any financial relationship.

 

The successful applicant will be required to have in place insurance that covers accident or injury for the duration of the consultancy. ChildFund Laos can offer an excellent package to the right candidate including competitive consultancy remuneration. In addition, ChildFund Laos will be responsible for all Nonghet travel and food costs incurred during the consultancy. ChildFund Laos is an equal opportunities employer.

 

Required Qualifications, Experience and Personal Qualities

  • University qualification in relevant field.

 

  • At least 5 years of experience working with INGOs on development projects.

 

  • Previous experience in research and documentation.

 

  • Demonstrated knowledge of the Lao PDR development context for child-focused INGOs.

 

  • Excellent knowledge of child-focused research interventions.

 

  • Experience engaging with children and youth in development activities.

 

  • Fluency in English, with Lao an advantage.
