Handicap International is changing his name and becomes « Humanity & Inclusion ». HI, Humanity & Inclusion is an independent and impartial aid and development organisation with no religious or political affiliations operating in situations of poverty and exclusion, conflict and disaster. We work alongside people with disabilities and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.

Since the organisation was first founded in 1982, we have set up development programmes in 62 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide.

Humanity and Inclusion (HI) has been active in Lao P.D.R. since 1996. The organization’s vision is of a Lao society where all adults and children live as equal individuals in a safe environment. Human Resources demands is increasing to support both humanitarian and development projects as well as the implementation of Stratop and the integration with South East Asia Geographic Division, the South East Asia Geographic Division includes operations in Myanmar, Thailand, Cambodia, Laos, Vietnam and the Philippines. HI is currently seeking a qualified and motivated person to work in the position of Emergency Response Manager.

Base location: Vientiane capital with travels to the project site

 

Main responsibilities and activities:

 

Mission 1: Management

  • Manager as a role model: embody HI’s values on a daily basis, and be a role model.
  • Manager as a coach for meaning: understand the strategy, make it explicit, translate it into operational objectives for his or her team, lead the necessary changes. Give meaning to each management action. Encourage inter and intra departmental exchanges of practice. Encourage innovation and risk-taking.
  • Operational manager: organise the operational management of his or her team, structure the work around identified processes, steer performance and facilitate the resolution of problems.
  • First HR & Coach: contribute to the development of his or her staff, creating the conditions for their commitment, professionalism and attachment to HI. Ensure compliance with the code of conduct and institutional policies, the mindset and expected individual and collective behaviour.

Mission 2: EMERGENCY PREAPAREDNESS AND RESPONSE

Responsibility 1: Coordinate needs assessment and post-emergency response operations, under the supervision of the Laos Operations Manager when deployed (possible deployment in different provinces in the country in case of emergencies)

  • Elaborate the new project proposals in line with the needs and planned emergency response
  • Steer the project’s intervention strategy and put forward adjustments if the objectives change or if it is likely that they will not be met.
  • Ensure that activities and the associated resources are planned and implemented as the action plan.
  • Ensure that activities are implemented in line with the project proposal and the allocated budget.
  • Ensure project reporting, internally (within the program) and externally (reporting to funding bodies, authorities and/or partners).
  • Undertake expenditure and manage the project activity-specific budget lines according to the delegation he/she received based on the program signature delegation table
  • Ensure that project implementation complies with the existing frameworks
    • Ensure the proper implementation and follow-up of institutional policies (specifically PME, PSEAH and Age-Gender-Disability policies) and the other HI internal standards.
    • Ensure compliance with the terms of the project proposal and the rules applied by the project funding body/bodies
    • Ensure compliance with global technical standards and norms by communicating and by involving the technical specialists and advisors with expertise in the project themes.
  • Prepare and manage partnerships with the project implementation partners, including consortium members and local operational partners.
  • Set-up good coordination and communication with partners, humanitarian and government stakeholders in the area, before, during and after assessment/response implementation.
  • Represent HI in national humanitarian cluster coordination meetings, as well as civil-military coordination, as needed

Responsibility 2: Ensure project data management plan, monitoring, evaluation, accountability and learning

  • Ensure that the appropriate data collection and management tools are in place on the project, in line with global standards.
  • Ensure that data related to the project is collected and compiled in the project database.
  • Ensure project monitoring, specifically activity progress indicators and the expected outcomes.
  • Develop and implement the project evaluation and learning plan.
  • Ensure that the project is accountable to the local stakeholders, affected populations, partners, and donors.
  • Ensure project learning, considering lessons learned from similar previous projects, following the recommendations made throughout the project (from evaluations, support missions, audits, etc.), and capitalizing on the acquired knowledge.
  • Guarantee the proper archiving of information.

MISSION 3 (POST) EMERGENCY STRATEGY

In collaboration with the Country Manager, Operations Manager, Technical Unit and Emergency Team at HQ, animate the development of an emergency strategy in Laos, contributing to the emergency strategy for Southeast Asia, to be integrated in the StratOp 2025-2030

Desired qualifications and experiences:

  • Education requirement: Bachelor or Master’s degree in relevant field
  • Excellent Lao language and English language skills (speaking, reading and writing).
  • Minimum 3 years managing a (post) emergency response, experience working with NGO is a plus
  • Experience in managing and implementing the health and rehabilitation related project
  • Ability to work and coordinate with government partners in Vientiane and Luang Namtha Province
  • Planning and work plan formulation skills

HI offers: approximate Gross salary LAK 24,000,000 – LAK 28,000,000 based on experiences + benefits (13th month, insurances, etc.).
