We are currently seeking qualified candidates for the Program Officer, CAP-TB Laos:

The CAP -TB is a USAID-Funded Project managed by FHI360. The Program Officer is to be responsible for the coordination, implementation, monitoring and evaluation of the CAP-TB. This position oversees day-to-day operations of activities, supports and monitors implementing partner activities, and is responsible for the development and submission of project report and deliverables.

Minimum requirements include: Master degree or equivalent in public health, social sciences, management; 2-5 years of experience with NGOs or INGOs involving program implementation and management, preferably in TB/HIV prevention and care program or in managing surveillance, research, program or evaluation activities; Proven experience in program and financial management, monitoring and evaluation and reporting, Excellent written and spoken English.

POSITION DESCRIPTION

 

POSITION TITLE:              Program Officer

REPORTS TO:                     CAP-TB Program Manager, CAP-TB Project

 

BASIC FUNCTION:

Establish and maintain partnerships with concerned partners in Lao PDR and coordinate and ensure timely and successful implementation and reporting project activities of FHI 360 / Lao PDR.

 

DUTIES AND RESPONSIBILITIES:

1.           Establish and maintain partnerships with the Laos government and concerned partners in Lao PDR.

2.           Coordinates with concerned partners in Lao PDR in the implementation of project activities.

3.           Work closely with FHI 360 / Lao PDR and concerned staff members of FHI 360 / Asia Pacific Regional Office (APRO) to plan and implement project activities.

4.           Develop activity implementation progress reports and financial reports and submit the reports in English to FHI 360 / APRO in timely manner.

5.           Ensures that activities organized comply to donor’s and FHI’s regulations.

6.           Performs other relevant duties as assigned by the CAP-TB Chief of Party/Thailand Country Manager.

 

CONTRIBUTIONS

1.          Plan and coordinate the design and implementation of program activities.

2.          Ensure accurate and timely project progress reports, financial reports and other relevant documents project briefs, success stories, etc.

3.          Coordinate technical assistance visits and meetings with concerned partners in the country.

4.          Provides programmatic support to the project partners.

 

 

KNOWLEDGE, SKILLS AND ABILITIES, EXPERTISE AND COMPLEXITY:

  • Knowledge of health programs in Lao PDR
  • Experience in organizing or facilitating meeting/training/workshop is an advantage
  • Good written and oral communications skills in English
  • Work well in cross-cultural settings 

 

 

TYPE AND NATURE OF CONTACTS:

1.                  Develop and maintain partnerships with government representatives, concerned partners and among FHI 360 employees. 

2.                  Routine coordination with FHI 360 employees and consultants, on-site and in the field. 

 


SUPERVISORY AND BUDGET RESPONSIBILITY

Work with Country Office and Regional Office in development and review of annual workplans and budgets.

 

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS:

Usual office working conditions.

 

MINIMUM REQUIREMENT STANDARDS:

§  Bachelor or Masters in management, public health or social sciences, and at least two years of experience work experience in program coordination, implementation and management

§  Experience working with the Government of Lao PDR, local and national NGOs working in the country. 

§  Medical background in HIV and/or TB is an advantage.

  • Good written and oral communications skills in English
