Marketing/Small Enterprise Development Specialist

Save the Children has an exciting opportunity for a Lao national. We seek an innovative and self-motivated individual to be the Marketing/Small Enterprise Development Specialist for our USAID Nurture project. Candidates with private sector experience are encouraged to apply.


Of the 11 countries in the Southeast Asian region, Lao PDR has some of the highest levels of malnutrition (measured as stunting and underweight) for children less than five years of age. USAID’s Nurture project seeks to address this malnutrition through an integrated nutrition, water, sanitation and hygiene (WASH) platform.  The goal of the project is to improve the nutritional status of children in Laos by lowering the prevalence of stunting in targeted areas.  For the WASH component, USAID-Nurture deploys a combination of approaches, including community led total sanitation (CLTS), integrated SBCC (Social and Behavior Change Communication) to support improvements in hygiene and infant and young child feeding practices,  capacity strengthening of health care providers, and development of the supply and demand for WASH products that support targeted hygiene behaviors such as handwashing, improved latrine usage, drinking clean water, and separation of children from environmental contaminants such as animal feces and soil.   


The Marketing/Small Enterprise Development Specialist will coordinate with the Government of Lao PDR, particularly Nam Saat, and the private sector to improve project villages’ access to safe water, sanitation, and hygiene technologies and products. This support will include product development and testing, supporting the development of small enterprises and cooperatives, co-developing creative concepts around product marketing, and identifying locally-led/implemented solutions. The Marketing/Small Enterprise Development Specialist will report to the Chief of Project, and will ideally be based in either Savannakhet or Khammouane provinces (Vientiane will also be considered).  

 Key areas of responsibility:

        Use the findings of the market analyses of various WASH products to create a product development, testing, and marketing strategy that reflect the project’s brand/concept and support the adoption of the project’s targeted WASH behaviors - improved sanitation, handwashing at critical times (specifically before eating and preparing food), clean and safe drinking water for children <2 years, safe disposal of child feces, and separation of children from environmental contaminants.

        Work with the contracted creative company to design marketing tools.

        Facilitate the creation of lessons and tools required for implementation of the project marketing program - e.g. promotion and sales ledgers, training modules, etc.

        Identify entrepreneurs and establish partnerships for product development, promotion and sales.

        Work with Nam Saat to implement a capacity building program for private sector actors and government partners, including business planning, marketing planning and materials development, and tools.

        Ensure that government partners at different levels have sufficient capacity necessary for facilitating, coordinating and managing private sector (entrepreneurs) and their marketing needs.

        Establish and maintain good relationships with project co-implementers, government ministries and departments, NGOs working in the area, and other key stakeholders, including communities.

        Attend coordination meetings as appropriate.

        Perform other relevant tasks that help implementation of activities.

        Document all processes related to this scope of work.


Qualifications and experience:


        Bachelor’s Degree and 5+ years relevant marketing and small enterprise development experience or a Master’s Degree in a related field and 3-5 years relevant experience

        Experience building capacity, using various capacity building modalities

        Experience developing and marketing products and value chains

        Experience working with small enterprise development.

        Demonstrated experience collaborating with government and others to achieve results

        Strong communication and interpersonal skills

        Excellent interpersonal, writing and oral presentation skills

        Strong decision-making skills

        Ability to travel approximately 30% in country, as needed

        Fluency in oral and written Lao language

        Excellent oral and written communication skills in English
