The French Red Cross (FRC) is a non-profit humanitarian organization, constituted on the basis of the Geneva Conventions, and has been operating in the Lao PDR since 2002 in collaboration with the Lao Red Cross (LRC). In March 2014 the project ‘Strengthening the role and capacity of Lao Civil Society organisations in promoting access to essential health care services for key populations and people living with HIV’ was launched in Lao PDR.

The FRC is looking for a consultant or a team of consultants to make the final evaluation of its EIDHR project ending on 30th June 2017.

                                                                                                                                                                                                                                 

I.                    CONTEXT OF INTERVENTION AND PROJECT DESCRIPTION

The action is based on the collaboration between the French Red Cross (FRC), the Lao Red Cross (LRC), the Lao Positive Health Association (LaoPHA) and the Association for People Living with HIV (APL+) under consultation with the Lao National Assembly and the Lao National Center for HIV and STIs (CHAS).  All partners have strong relationships and have worked together to improve rights-based to healthcare approach in support of the Lao national HIV and AIDS strategy.

Project Overall Objective: To promote the national HIV/AIDS law and increase access to healthcare services for key populations and PLHIV;

This project aims to advocate for improved enabling-environment by having effective promotion of the national HIV/AIDS Law amongst MSM, TG positive and PLHIV to increase their access to essential health care services, including access to ARV, ARV adherence and OI (Opportunistic Infections) treatments.

 

Project Specific Objective: To strengthen the role and capacity of civil society organizations in promoting equal access to essential healthcare service for key populations and PLHIV;

This action meant to build the capacity of LaoPHA and APL+ staff members and peer-leaders to be able to collect their data to support their central M & E and case management system and maintain active and updated their database. Doing so, they can use such information to effectively work with the government, providing evidence-based strategic information for advocacy purposes for law and policy changes on increasing access to essential healthcare services.

Project Expected Results:

R1: The participation of CSOs in HIV-related healthcare policy and strategy formulation, issuance and decision-making process is enhanced and promoted;

R2: The capacity of Civil Society Organizations to collaborate with the government in HIV-related policy and strategy formulation, issuance and decision-making is empowered and improved;

R3: Knowledge-base about rights to access healthcare services are improved in key populations and PLHIV; 

 

This overall project is designed to strengthen working in partnership between Civil Society Organizations and the government sector. The key stakeholders from the government sector are the National Centre for HIV and STIs (CHAS) and the Provincial Committee for the Control of AIDS (PCCA), mainly in Houaphan and Champasak provinces (provinces targeted by this project).

FRC, APL+ and LaoPHA have constant dialogue with these stakeholders for over 10 years and held several consultations to reassure that proposed actions were of high priorities. All above stakeholders expressed positive support and noted that all activities are in accordance with the national laws, policies and priority needs.

The latest main coordination meetings with all stakeholders happened during the opening of the CHH (Community Healthcare Home) in May 2016 and during the EU Delegation visit in November 2016. Many recommendations were made to FRC and LRC and our relationships got stronger afterwards.


II.                  ACTIVITIES, EXPECTED RESULTS & DELIVERABLES

 

This proposed Final Evaluation concerns the overall project and its 3 results. It should focus on the four (4) main project partners (FRC, LRC, LaoPHA, and APL+).

 

Globally, the Final Evaluation will allow to:

B)    Assess the project implementation process

 

A1. Measure the effectiveness: did the project achieve the objectives and meet beneficiaries’ expectations and needs?

 A2. Measure the relevance of the action in the targeted provinces (Vientiane Capital, Houaphan, and Champasak): did the project adequately address the identified needs and were the “intermediate Evaluation – February 2016” recommendations followed by the project team?

 A3. Measure / Assess the Impact (technical, economic, social, financial, environmental and organizational): Positive and negative impacts, intended or unintended long-term results produced by the project. The evaluation will propose conclusions on this criterion;

 A4. Evaluate the sustainability of the project: The continuation of benefits from targeted communities and local partners (LaoPHA and APL+) after the project ending day. Sustainability is concerned with measuring whether an activity or an impact is likely to continue after donor funding has stopped.

B1. Evaluate the efficiency of the project and partners: How are financial resources/ inputs (funds, expertise, time, etc.) converted into results? Efficiency is concerned with the achievement of the objectives, the timeframe, the capacities and reactivity of each partner, and the cost efficient of the activities implemented in the project.

 B2. Measure the replicability of the action: How likely will actual results be replicated beyond the project lifespan? Can the actions be replicated by other actors and by Government stakeholders in other parts of the country without significant changes in the method, investment and materials employed or are there evidences that local partners (LaoPHA and APL+) themselves are replicating certain methodologies?

 B3. Review the project methodology used: for each result of the project including planning of implementation, partnerships with local authorities, coordination within the project direct partners (FRC, LRC, LaoPHA, and APL+) and involvement of key populations.

 

Finally, the Final Evaluation should:

Identify the gaps, the good practices and lessons learnt which can be used to improve and strengthen the role and capacity of the Lao civil society organisations in promoting access to essential healthcare services for key populations and people living with HIV. Pinpoint reasons and key elements for particular successes and failures and draw recommendations (including all actors e.g. government partners) on implementation, coordination, and management of the project amongst FRC, LRC, LaoPHA, and APL+.

 

Cross cutting thematic need to be considered in the evaluation such as:

Gender: The extent to which gender issues are integrated throughout the project cycle management.

Advocacy: The extent to which the good practices of the project are used by CHAS to influence changes at local and national levels, especially with regards to institutional policy e.g. access to healthcare treatments and information centres with access to Lao PDR HIV law, etc..

Capacity Building: The extent to which capacity building of PCCA / CHAS at all levels and targeted populations is done and their positive and negative effects.

 

The selected consultant, individual or team, will work at all times in close cooperation with FRC, LRC, APL+, and LaoPHA project teams. Specific counterparts from each organisation will be assigned to support and guide the consultant all along his/her work.

 

The main activities, proposed timeframe, and expected deliverables are listed in the table below. They can be adjusted by the consultant in his/her proposition.

All reports will be written in English

while activities and field activities might require preparation in Lao language;

 

 

III.                APPRECIATION’S CRITERIA OF THE SELECTED PROFILE

Consultant - Profile required:

Ø  Master’s Degree in Public Health, Sociology or related field;

Ø  5 years working experience in international development projects with concrete experiences on community-based projects and /or working with NPA (Non-Profit Organisations) or Key Affected Populations (KAP);

Ø  Previous experience working with governmental authorities – especially in Lao PDR;

Ø  Demonstrated interest on HIV-AIDS thematic;

Ø  Working experiences in other South-East Asia countries a serious advantage;

Ø  Fluent in Lao (spoken). To note that, if the consultant cannot communicate in Lao, s/he will have to integrate the cost of a translator into his/her financial offer;

Ø  Fluent written/spoken in English language is mandatory;

Ø  Strong proven reporting skills;

Ø  Excellent organizational, coordination, and communication skills (written, verbal and interpersonal);

Ø  Efficient, creative, independent, humble, and committed;

 

IV.               APPLICATION TERMS

Candidates will constitute a folder including the following (in English language):

-          The profile of the consultant/team: CV including detailed description of educational background and professional experiences.

-          A technical & financial proposal: description of proposed methodology and work plan - no more than 7 pages (Arial 11). Proposals will include the number of days worked, the consultant daily fees, costs of field work / travels, costs of consultation meetings organisation (stationaries and other small items), etc. to be formulated in EUROS, including all taxes, and around 6,000 EUROS (six thousand euros).

             

Note:

  • Transportation costs in Vientiane Capital, Champasak, and Houaphan Provinces will be covered by the consultant.
  • The consultant will be able to use FRC office regularly where a working space with internet will be provided. Printing facilities will be provided by FRC.
  • The consultant should have his/her own laptop computer.
  • The translation of reports/training materials and any other written material will be managed by the consultant.
  • All admin/logistic costs linked to interviews (per-diem, room rental, coffee breaks, transportation, and accommodation costs for participants) will be borne by FRC.
