HELVETAS Laos is looking for a Lao National to work with the “Support to
the Reform of the Luang Prabang Agriculture and Forestry College” (SURAFCO)
Project funded by the Swiss Agency for Development and Cooperation (SDC). SURAFCO supports the sector-specific “Strategy for Reform in the Agriculture and Forestry
Colleges towards 2020 in Lao PDR” of the Ministry of Agriculture and Forestry
(MAF) in Laos, with the goal toimprove the mid and high-level diploma
Luang Prabang, with frequent
travel to 4 Agriculture and Forestry Colleges under the Ministry of
Agriculture and Forestry (MAF) in Thangon, Bolikhamxay, Savannakhet,

The project officer will support planning and
implementation of SURAFCO project activities in close collaboration with the
5 Agriculture and Forestry Colleges of MAF, the MAF roadmap taskforce in
Vientiane, and the SURAFCO team. Main fields of work include:
1)Support strengthening of
teaching quality, teaching methods and didactics, and curriculum, and linking
the teaching and learning to the labour market: Work closely with all
colleges, in the development of didactical teams to strengthen teaching
methods, mentoring of new or junior teachers, teaching observations and
feedback sharing. Strengthen capacities of teaching staff for the
implementation of practical teaching, student centered and skills based
teaching, and methodology for theoretical/practical exams. Help develop and
strengthen teaching contents.
2)Support Career Counselling
activities and help prepare rollout of approaches and tools: Coach and
support Career Counselling Units to implement employment and labor market
related activities. Review and help strengthen guidance material for students
on how to write a CV, conduct job interviews, on job application processes,
how to establish an own business, and access to finance. Work closely with
CCU teams to establish network of potential employers, implement job fairs at
the colleges, and conduct tracer studies.
The Technical Advisor will
regularly work with teachers and staff from the Norther Agriculture and
Forestry College in Luang Prabang to prepare the roll out of methods and
tools to the other 4 colleges, implement and facilitate workshops and
trainings sessions, and monitor progress with all colleges and provide
coaching support where necessary. The Advisor will also closely work with the
Division of College Management at the Ministry of Agriculture and Forestry.
Lao-English-Lao translation will be regularly required during workshops with
external partners or non Lao speaking contributors.
-Bachelor in Education,
Social Sciences, Agriculture and Forestry or other relevant field, with at
least 8 years relevant experience; Master Degree preferred.
-Min 8 years working
experience in the fields of Education, Human Resource or Business,
Agriculture & Forestry or similar, of which 3 years in development
-Very good language skills
in Lao and English (spoken and written).
-Experience in adult education, training, curriculum development.
-Knowledge of didactics and teaching methods, especially student
-Sound understanding of the job market in Agriculture & Forestry in
-Work experience in coordination and collaboration with Government
-Experience in facilitation of workshops and trainings.
